Periodically, the CPPs are amended to deal with changing issues, circumstances and information. Amendments are developed at the staff level. Planning Director Krauss serves on the Interjurisdictional Team (lJT). Amendments are then route through the Growth Management Planning Council. After adoption by the King County Council, amendments are routed to city councils and are deemed ratified when approved by at least 30% of the governments representing at least 70% of the county population. Individual actions by the respective city councils must be taken by May 16, 2005. Failure to act is construed to be a vote to affirm. Three CPP amendments are currently under consideration. Detailed information is attached to this agenda bill. A summary of each and staff recommendation follows: * Ordinance 15121, GMPC Motions No. 04-1, 04-2, 04-5, amending the urban growth boundary map, the interim potential annexation areas map, and the urban separator map for areas around Redmond, Bellevue, SeaTac Tukwila, Issaquah, Renton, Enumclaw and Covington. These are minor map amendments that are supported by each of the cities in question. Staff recommends adoption. * Ordinance 15122, GMPC Motion No. 04-4, revising targets for new household and job growth for the period 2002-2022. The revisions applicable to Auburn are due to shift of an area along "A" St. SE from the City of Pacific to Auburn and an allocation of some growth to an "unclaimed" unincorporated South King County area known as West Hill, an area that previously had (mistakenly) not been allocated a household target. Staff recommends adoption. * Ordinance 15123, GMPC Motion No. 04-3, designating Downtown Burien as an Urban Center. Staff recommends adoption. At their meeting on March 28, 2005, the Planning and Community Development Committee recommended approval. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES AS FOLLOWS: Section 1. The City of Auburn hereby ratifies the amendments to the King County Countywide Planning Policies as shown in Exhibit A attached hereto. Section 2. The Mayor is hereby authorized to transmit a copy of this resolution and other supporting documentation to the King County Council. Section 3. The transmittal package included the wrong GMPC Motion. SUBJECT: Adopting amendments to the Countywide Planning Policies; revising targets for new household and job growth for the period 2002-2022. . BACKGROUND: The Growth Management Planning Council (GMPC) is a formal body comprised of E!lected officials from King CoUrity, Seattle, Bellevue, the Suburban Cities, and Special Districts. The GMPC was created in 1992 by interfocal agreement, in response to a provision in the . Washingtön State Growth Management Act (GMA) requiring cities and counties to work together to adopt Countywide Planning Policies (CPPs). Under GMA, countywide planning policies serve as the framework for each individual jurisdiction's comprehensive plan, and ensure çountywide consistency with respect to land use planning efforts. As provided for in the interlocal agreement, the GMPC developed and recommended the Countywide Planning Policies, which were adopted by the King County Council and ratified by the cities; Subsequent amendmenls to the CPPs follow the same process: recommendation by the GMPC,.adoption by the King County Council, and ratification . by the cities. Amendmenlsto the CPPs become effective when ratified by ordinance or resolution by at least 30% of the cily and county governmenls representing at least 70% of the poputation of King County. A city shall be deemed to have ratified an amendment to the CPPs unless, within 90 days of adoption by King County, the city by legislative action disapproves it. SUMMARY: Proposed Ordinance 2005-0046 would amend the Countywide Planning Policies by making technical adjustments to the household and employment growth targets. The proposed changes are as follows: 1. Allocating a S92-household target to the West Hill unincorporated area, which mistakenly was not assigned a household target during the last round of updates. 2. Adjusting Tukwila's growth targets to include projected new households and Jobs in an area that was fonnerly claimed by both SeaTac and Tukwila (total change to Tukwila's growth targets: +8 households, +993 jobs). 3. A correction increasing the job target for the City of Kent's polential annexatic'¡' area from 44 jobs to 287 jobs, commensurate with the employment capacity of the area.. 4. An adjustment of hotJ!?ehold and job largets for Pacific and Auburn to reflect éI de- annexation byPacffic and annexation by Aubum, and a shift of household targets from Pacific to Covingtdn. Proposed Ordinance 2005-0046 would also ratify these changes on behalf of the population of unincorporated King County, as required by Countywide Planning Policy FW-1, Step 9. STAFF ANALYSIS: , Council staff, through jts participation on the GMPC's interjurisdictional staff team, has had an opportunity to review the proposed target adjustments, and concurs that they an~ technical in nature and have been approved by the affected jurisdictions via the GMPC action.
