Background Summary: 2nd Street SE, from Auburn Way South to 'L' Street SE, is classified as a Residential Collector, but is residential in nature cutting through the middle of a neighborhood that stretches from Main Street to 4'" Street SE. Currently 2nd Street SE is used by many of the residents as a walking route. The roadway is not built to current standards and varies in width from approximately 20 feet to 34 feet. Currently, 2nd Street SE and 'F' Street SE is an all wady stop controlled intersection. All of the remaining cross streets, except 'K' Street SE, are stopped at 2n Street SE. At W Street SE, 2nd Street SE is stopped and 'K' Street SE is not. Various neighbors have requested all way stop control at different locations along 2nd Street SE. Staff has reviewed 2nd Street SE from Auburn Way South to'L' Street SE as a whole and recommend spacing the all way stop control intersections as evenly as possible to provide predictability to drivers. 'D' Street SE is proposed due to the proximity to the Justice Center and poor geometry. 'K' Street SE is proposed due to the high volumes that use that roadway as a "by-pass" when trains on the Stampede Pass Line have traffic backed up on 'M' Street SE. 'H' Street SE is also recommended because it is prone to cut through traffic at higher speeds due to the road's wide cross section. None of the above referenced intersections are warranted by engineering standards. The Auburn City Council has the authority to approve placement of stops that are not warranted by engineering standards.
