Background Summary: The City of Auburn received a ten (10) percent annexation application from Patricia Campbell, owner of the property on which Christ Church is located at 31720 116th Avenue SE {parcel #092105-9095}.. Her property is approximately 2.95 acres and is located on the east boundary of the city limits. The area is within the City's potential annexation area. It is designated by the Comprehensive Plan for single-family residential land use. The applicant wants to connect to City sewer services. The applicant plans to eventually subdivide the parcel and convert the eastern portion of it into a small subdivision. Comprehensive Plan Policy CE -3 states the City shall require annexation as a condition of extending sewer and/or water utility service to properties within the potential annexation area and adjacent to the City limits. At the City's request, the proposed annexation boundaries were expanded to include two additional parcels {parcel #0921059065 and #0921059017), which are located immediately south of the Christ Church property and likewise adjacent to 116th Avenue S.E. Parcel #092105-9065 is 2.46 acres and parcel # 092105-9017 is 1.42 acres; making the total area of proposed annexation 6.83 acres. The total assessed valuation of all three parcels is $732,800; out of which the Christ Church property represents 32% of the total valuation. Attached is a map illustrating the location of the proposed annexation. The Committee unanimously moved to recommend the Council accept the application contingent upon the approval of the Auburn Fire Department and Dept. of Human Resources. Both of these Departments concur that the proposed annexation will not cause any change in the existing delivery of fire protection services and, therefore, have no objections. Based on State annexation laws, the Council is asked at this time to consider accepting Patricia Campbell's application for annexation. If the Council accepts her application, then City staff becomes authorized to solicit petitions for annexation from all three property owners. If the City receives petitions representing 60% or more of the total assessed valuation of the properties, then the Council may consider accepting these petitions for annexation and filing its intent to annex with the King County Boundary Review Board. If approved by the Boundary Review Board, the Council will then be asked to consider and pass an ordinance to effect the annexation.
