Background Summary:
Attached is a resolution to award the following two Neighborhood Matching Grants:
Wavland Arms Pea Patch: The Wayland Arms Community Garden Club is requesting $5,000 to develop
a community garden near the Wayland Arms Apartments located at 307 South Division Street. The
Club's existing garden will be displaced due to widening and paving the road behind Wayland Arms. The
location of the garden will be on property donated by the City of Auburn. The Club plans to invite the
surrounding neighborhoods to participate in the development and the use of the garden. The grant will
pay for building supplies and materials along with a storage shed.
Pioneer Communitv Plavaround: The PTA of Pioneer Elementary School is requesting $11,393 to build a
community playground. They will use the City's grant to match $19,550 in grants and donations received
from Starbucks ($15,0000, Kiwanis Club ($500) and approximately $4,000 from the PTA and the Auburn
School District. The total cost of the project is approximately $65,000, which includes a base bid of
$39,890 for three separate phases and $25,536 for additive alternates. The proposed grant combined
with the other grants will enable the PTA to complete at least two phases and begin construction on the
third phase. The PT A will continue to seek grant funds and donations to complete the rest of the project.
Each year the City Council appropriates $25,000 for Neighborhood Matching Grant projects. The City
currently has $16,393 of unencumbered funds available for grant awards. The award of these two grants
will obligate the entire amount of funds currently available.
The City Council is asked to consider the attached resolution. If approved by the Council, then the grant
recipients will have one year to com plete their projects.

A RESOLUTION OF THE CITY COUNCil OF THE
CITY OF AUBURN, WASHINGTON, AUTHORIZING
THE MAYOR TO AWARD NEIGHBORHOOD
MATCHING GRANTS TO SELECTED APPLICANTS
WHEREAS the City Council of the City of Auburn appropriated funds in its
2005 General Fund budget for the purpose of Neighborhood Matching Grants; and
WHEREAS the City's Department of Planning and Community Development
received two proposed grants from prospective applicants; and
WHEREAS these grant applications were reviewed in accordance to the
management memorandum approved by the Mayor and City Council of Auburn; and
WHEREAS the Planning and Community Development Committee forwarded
their recommendation for funding to the Mayor of Auburn who, in turn, submits them
to the City Council's review and approval.
NOW THEREFORE, THE CITY COUNCil OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. That the Mayor of the City of Auburn is hereby authorized to award
Neighborhood Matching Grant to the projects outlined in Exhibit A which is attached hereto
and incorporated herein by this reference.
Section 2. That the Mayor is authorized to implement such administrative
procedures as may be necessary to carry out the directives of this legislation.
Section 3. That this Resolution shall take effect and be in full force upon passage
and signatures hereon.

To Whom It May Concern:
The King County Housing Authority is pleased to support the efforts ofthe
Wayland Anus Community Garden Club to secure funding to relocate and improve the
resident-coordinated Wayland Arms Community Garden. The City of Auburn has
offered the tenants a new piece of land for their gardens. This land is not developed and
will need considerable work to make the area accessible for everyone. The residents of
the Wayland Anus building are requesting the support from the City of Auburn, but have
also requested Housing Authority staff assist them in developing this proposal and in
administering this grant.
The Housing Authority is committed to working with these residents to help
create a sustainable garden that also showcases the use of environmentally iliendly
products. Participants plan to use rain barrels as a source for water, compost bins for
fertilizing and possibly solar lighting iffunds are available. The Housing Authority will
work with these residents to ensure this project is successful for the Wayland Anus
community, the neighborhood, and the City of Auburn.
Staff ttom the Housing Authority have worked with residents to develop budget
estimates and will work with residents to support the construction and maintenance of the
new Wayland Anus Community Pea Patch. King County Housing Authority will not
receive any of the funds requested in this Neighborhood Matching Grant Application.

WAYLAND ARMS IS LOCATED AT 307 SOUTH DIVISION ST. TARGET NEIGHBORHOOD WILL
INCLUDE ALL BUILDING RESIDENTS AND RESIDENTS IN IMMEDIATELY SURROUNDING
NEIGHBORHOOD.

Residents with the Wayland Arms building have constructed a community garden primarily out
of found materials. The community's garden will be displaced by the plans to widen and pave
the road behind Wayland Arms. Auburn's Neighborhood Matching Grant Funds will support the
purchase of supplies and materials for the construction and maintenance of an improved
community garden in a new location convenient (land donated by the City of Auburn) for
residents of Wayland Arms and the surrounding neighborhood.
The improved community garden will be a beautiful addition to the neighborhood and will be
maintained by volunteers drawn from Wayland Arms and the neighborhood.
PROJECTED OUTCOMES AND NEIGHBORHOOD BENEFITS: {Please use additional paper ¡fyou need

The entire neighborhood, including the elderly and disabled residents of Wayland Arms, will
benefit from the beautification provided by the relocation and improvement of the Wayland
Arms Community Pea Patch. The area the gardens will be developed on is cUITently overgrown
with grass and weeds. In the past this has been an area used by homeless persons and as a place
for illegal dumping.
By creating a community garden, all neighbors and the City will benefit. This project will
provide opportunities for American-born and refugee and immigrant residents of Wayland Arms
and the neighborhood to work together, helping bridge cultural differences. This will also serve
as an excellent intergenerational project for resident's grandchildren and neighborhood children
and youth.
Finally, the relocation of the gardens will allow low-income project participants on fixed
incomes to continue to grow fruits and vegetables to supplement their diets and their budgets.

First Quarter:
Finalize agreement with City of Auburn about land use.
Coordinate Community Pea Patch meeting- invite all residents and

While we have 25 signatures on this form, there are still more
people who can and will be volunteering to work on the proposed
pea patch. The signatures obtained is just a sample to show the
City how committed the tenants of Wayland Arms are to this
project.
I do not have the signatures of those who will be helping construct
the pea patch. I have had two separate groups offer their time in the
actual construction phase. This we are guessing will be done over
a few weekends and approximately 10 or so volunteers at each
time.
Residents who have gardens normally work on average 10 or more
hours a week in their gardens during gardening season. They tend
to start working in their gardens in late March and work through
September in most years.
We anticipate that between the actual construction of the gardens
and by people maintaining the gardens and working the area we
will easily match the volunteer hours for the grant match.

Health and fitness are rapidly becoming priorities in the education arena because it is believed
that a healthy body can promote a healthy mind. The Pioneer Elementary play yard is the only
play area within or near the defined neighborhOOd, and is therefore, highly used as a community
park outside of school hours. Neighborhood families play, picnic and enjoy sporting events in
this play area and its sports fields. Many organizations also use these fields for practices an
games, including Auburn Parks Department teams, Auburn Little League teams, Auburn Youth
Soccer Association teams, and local Girl and Boy Scout Troupes.
The purpose oHhis project is to improve the play area by adding additional climbing/and sliding
structures and park benches. The existing play structures were installed as many as 30 years ago.
Some of these structures are rotted and have been removed. Some of the play equipment that is

Because Pioneer is located in a high poverty area our PT A is unable to contribute much in the
way of financial support. Pioneer has gathered financial support from Starbucks, Kiwanis, and
the Pioneer PTA so far, to promote a true feeling of community helping community. In order to
continue to serve our students and the residents in the surrounding area effectively so that no
child is left behind in the area of health and fitness we need to have a place where children, their
families and Auburn citizens can get the physical exercise and recreation time that they deserve.
We need a place where our neighborhood families can come and enjoy being together for fun
and relaxation. The improvements to the Pioneer play area will benefit all of the surrounding
residents in this South Auburn neighborhood. This plan will significantly increase the number of
children and families that can play on the equipment safely by adding a variety of climbing
structures, assorted slides, and benches appropriate for a wide range of ages and skill levels.
Much of the existing equipment was installed over thirty years ago and no longer meets the
needs of the community. The addition of the new structures will provide a safe and comfortable,
inviting place for children and families of all ages to play.

How does your project involve and/or aecommodate youth, seniors, and people with
special needs?
The addition of the new playground structures will provide equipment accessible
to family members of all ages, young and old. The new structures will provide youth the
opportunity to interact with other children in the community as well as develop strength,
coordination and strong fitness habits that will last a lifetime. Seniors will appreciate the
easily accessible park entrances and viewing areas &om park benches. The benches are
in close proximity to the equipment, providing easy supervision of children's activities on
the new playground structures. The planned new playground structures also meets ADA
and accessibility guidelines for play facilities. New and improved structure design
incorporates challenging climbing apparatus with easily accessible, metal mesh steps and
platfonns with railings.

Orders placed or requested for delivery after these dates are subject to pricing increase. Quotation is based on shipment of all items at

following terms and conditions. Our quotation is based on shipment of all items at one time to a single destination. unless noted, and
changes are sUbject to price adjustment. Purchases in excess of $1,000 to be supported by your written purchase order made out to
GAMETIME. Buyer shall verify all quantities prior to order placement; GameTme and Site Lines bear no responsibility for incorrèCt
quantities. A completed credit application or project information sheet may be required prior to order placement. Once ordered, any
~ems cancelled, returned, or refused are subject to a 25% restocking fee; all freight (from & to factory) is Buye(s responsibility.
Customer has two weeks from date of order to cancel or modify, in writing, any orders. Partial cancellations/modifications may result in
increased per-unit prices and/or restocking fees. Custom-fabricated products may require a 50% deposit prior to order placement and are
not subject to cancellation or return.
EXCLUSIONS: Unless specifically included herein, this Quotation excludes all site work and landscaping: removal of existing equipment;
receiving and inventory of equipment and offloading; storage of goods prior to instaHation; equipment assembfy and installation; safety
surfacing; borders, or drainage provisions.

order, please complete the acceptance portion of this quotation or issue a purchase order on your company's letterhead, making sure to
provide color selections, purchase order copy, and other key information requested. Kindly issue one purchase order for the equipment
and a separate order for surfacing and/or equipment installation services. Acceptance of this proposal indìcates your agreement to the

-- INSTALLATION TERMS & CONDITIONS -
SiteUnes is a licensed contractor in Washing10n (SITElPP052M7) & Oregon (17302) and offers manufacturer-certified installation services
for an additional charge as shown. If installation services are selected, installation shall be performed by Certified Game Time Installers. An
installation agreement, listing your responsibilities, will be sent to you within two weeks of your order placement date. Below is a breakdown
of responsibilities for a standard installation:
SITELlNES TO PROVIDE:
1) Tool & equipment for installation of equipment
2) Marking of footing holes for equipment locations
3) Hole augering (additional charge will apply if jackhammering is required)
4) Equipment assembly according to manufacture~s written instructions
5) Concrete supply & installation for equipment footings
6) Containment border and surfacing installation (if part of contract)
7) Installation-related clean-up and disposal of packing materials
CUSTOMER MUST PROVIDE:
1) Meeting of delivery truck. delivery acceptance, and truck unloading
2) Equipment inventory and inspection (report any discrepancies to SiteLines)
3) Equipment storage and/or fencing prior to and during installation; hauling of equipment to jobsite if stored off-site
4) Jobsite prep work for flat, clear sub-grade with a 1% slope; removal of any existing safety surfacing
5) Verification that no utility lines and drain lines exist below play equipment use zone and delivery truck route (two weeks prior to digging,
call in WA: 1-1100-424-5555/ in OR: 1-80D-322-2344);
6) Access to water and power sources for installers
7) On-site dumpster or other disposal accommodations
8) Site prep-related clean-up and disposal of excess dirt, old concrete, etc.
9) Post-installation routine maintenance and warranty labor
PLEASE NOTE THE FOllOWING:
· Daily minimum charges may apply.
· If prevailing wages apply, please advise SiteLines at time of quotation (federally·funded projects will require written Davis-Bacon wage
determination prior to order). Post·order notification of prevailing wage requirements will result in adjustment of final amount due.
· Additional charges apply for equipment that is to be installed over existing asphalt, concrete, surfacing, or unusual soil conditions. Please
advise SiteLines of site conditions at time of quotation.
· Additional charges apply for wheelbaITowing of surfacing material if delivery truck cannot back directly up to play area; charges are based
on quantity ordered and distance between delivery area & play area. Please advise SiteUnes of site limitations at time of quotation.
· If r,o on-site location exists for disposal of subbase material from footing holes, additional hauling charges will apply.
