Background Summary: Attached is a resolution to award the following two Neighborhood Matching Grants: Wavland Arms Pea Patch: The Wayland Arms Community Garden Club is requesting $5,000 to develop a community garden near the Wayland Arms Apartments located at 307 South Division Street. The Club's existing garden will be displaced due to widening and paving the road behind Wayland Arms. The location of the garden will be on property donated by the City of Auburn. The Club plans to invite the surrounding neighborhoods to participate in the development and the use of the garden. The grant will pay for building supplies and materials along with a storage shed. Pioneer Communitv Plavaround: The PTA of Pioneer Elementary School is requesting $11,393 to build a community playground. They will use the City's grant to match $19,550 in grants and donations received from Starbucks ($15,0000, Kiwanis Club ($500) and approximately $4,000 from the PTA and the Auburn School District. The total cost of the project is approximately $65,000, which includes a base bid of $39,890 for three separate phases and $25,536 for additive alternates. The proposed grant combined with the other grants will enable the PTA to complete at least two phases and begin construction on the third phase. The PT A will continue to seek grant funds and donations to complete the rest of the project. Each year the City Council appropriates $25,000 for Neighborhood Matching Grant projects. The City currently has $16,393 of unencumbered funds available for grant awards. The award of these two grants will obligate the entire amount of funds currently available. The City Council is asked to consider the attached resolution. If approved by the Council, then the grant recipients will have one year to com plete their projects. The City of Auburn has offered the tenants a new piece of land for their gardens. This land is not developed and will need considerable work to make the area accessible for everyone. The residents of the Wayland Anus building are requesting the support from the City of Auburn, but have also requested Housing Authority staff assist them in developing this proposal and in administering this grant. The Housing Authority is committed to working with these residents to help create a sustainable garden that also showcases the use of environmentally iliendly products. Participants plan to use rain barrels as a source for water, compost bins for fertilizing and possibly solar lighting iffunds are available. The Housing Authority will work with these residents to ensure this project is successful for the Wayland Anus community, the neighborhood, and the City of Auburn. By creating a community garden, all neighbors and the City will benefit. This project will provide opportunities for American-born and refugee and immigrant residents of Wayland Arms and the neighborhood to work together, helping bridge cultural differences. This will also serve as an excellent intergenerational project for resident's grandchildren and neighborhood children and youth. Attached is the volunteer pledge form: While we have 25 signatures on this form, there are still more people who can and will be volunteering to work on the proposed pea patch. The signatures obtained is just a sample to show the City how committed the tenants of Wayland Arms are to this project. I do not have the signatures of those who will be helping construct the pea patch. I have had two separate groups offer their time in the actual construction phase. This we are guessing will be done over a few weekends and approximately 10 or so volunteers at each time. Residents who have gardens normally work on average 10 or more hours a week in their gardens during gardening season. They tend to start working in their gardens in late March and work through September in most years. We anticipate that between the actual construction of the gardens and by people maintaining the gardens and working the area we will easily match the volunteer hours for the grant match. TO THE PUBLIC FROM EAsT AND WEST ENTRANCES SUMMARY OF PROJECT: {Please use additional paper if you need more space for your answer.} Health and fitness are rapidly becoming priorities in the education arena because it is believed that a healthy body can promote a healthy mind. The Pioneer Elementary play yard is the only play area within or near the defined neighborhOOd, and is therefore, highly used as a community park outside of school hours. Neighborhood families play, picnic and enjoy sporting events in this play area and its sports fields. Many organizations also use these fields for practices an games, including Auburn Parks Department teams, Auburn Little League teams, Auburn Youth Soccer Association teams, and local Girl and Boy Scout Troupes. The purpose oHhis project is to improve the play area by adding additional climbing/and sliding structures and park benches. The existing play structures were installed as many as 30 years ago. Some of these structures are rotted and have been removed. Some of the play equipment that is in place was not designed with family members of all ages in mind. Many of these pieces will need to be removed for safety reasons, resulting in the need for additional updated equipment. The planned improvements to the play area will benefit all Pioneer students and all the families in the community and the above named organizations. PROJECTED OUTCOMES AND NEIGHBORHOOD BENEFITS: {Please use additional paper if you need more space for your answer.} Because Pioneer is located in a high poverty area our PT A is unable to contribute much in the way of financial support. Pioneer has gathered financial support from Starbucks, Kiwanis, and the Pioneer PTA so far, to promote a true feeling of community helping community. In order to continue to serve our students and the residents in the surrounding area effectively so that no child is left behind in the area of health and fitness we need to have a place where children, their families and Auburn citizens can get the physical exercise and recreation time that they deserve. We need a place where our neighborhood families can come and enjoy being together for fun and relaxation.
