City Council conduct a public hearing on the petition to annex approximately nine acres of property
located in King County adjacent to the City's western boundary in the vicinity of 58th Avenue South and
South 3281h Street, which area is referred to as the Nichols Annexation_
Background Summary:
In May 2005 the City of Auburn accepted an "Application for Annexation" from Steve Nichols (32516 58th
Avenue South) for two parcels that he owns which is located adjacent to the west boundary of the city
limits up on West HilL The parcels (Parcel #9262800210 and Parcel #9262800280) are each
approximately 4_5 acres, The total area of the annexation is nine acres, Mr. Nichols currently resides on
one of the parcels, He plans to subdivide the property,
City staff prepared the annexation petition, In June 2005 City received the signed petition back from Mr.
Nichols, On June 14th the King County Assessor certified the petition was sufficient to meet the statutory
requirements for the 60% petition method of annexation,
City staff request the Council conduct a public hearing, The subject of the public hearing will be to
authorize staff to submit the required "Notice of Intent" to the King County Boundary Review Board, If the
Boundary Review Board approves the annexation, an ordinance will be prepared to adopt it.

Dear City Council Members:
Thank you for the opportunity to address this matter and have our voices heard on this matter.
First, the residents of the Bandy Tract (11 homes) recognize Mr. Nichols' need to annex in to the
City of Auburn and to be able to accomplish his goal. Our concern is two-fold; 1, Safety of the
citizens of the Bandy Tract and 2_ the limited road access to Mr_ Nichols property,
It is our understanding; Mr Nichols intends to use 58'" Ave_ So- ftom the end of Tract 50 to S_
328th St, to 56th Ave_ So, to access the construction of his property. We contend for the safety of
the citizens of the Bandy Tract and the present conditions of both 58th Ave, So and 32Sth St, it
would be better served for all, including Mr, Nichols if he developed and utilized S. 324'" St
ftom 56th Ave_ So_ to the location of the north side of his property_
Usage of So, 32Sth St_ to 58th Ave, So, to tract 50, in their current state as described below will
cause undo hardship on many of the residents of the Bandy tract. Multiple heavy construction
equipment utilizing these roads during construction, utility and supply trucks, earth movers, etc_
Upon completion, these two roads will be subjected to a mail carrier daily, paper ddivery driver,
refuse and recycle trucks weekly, school bus twice daily to serve the ten (10) homes, an average
of20 cars (2 per resident) as well as numerous visitors and other services requested by the
residents of the ten homes,
58th Ave_ So, - From the southern most border oflot 50 of Nichols tract to So, 32Sth St.. the
current surface is road gravel, approximately 308 feet long and 12 feet wide, Sufficient for only
one car at a time_ This is too narrow to be utilized for the volume of traffic Mr_ Nichols will be
requiring on this road_ It is our understanding King County requires any development of the said
property to widen, surface and bring to code the entire road_ This ~ravel road, recognized by
King County as in fact, a road, has a sharp westerly turn to S, 328 St Too narrow for
construction equipment and for vehicles to utilize in each direction,
So, 32Sth St. - Which is approximately 483,5 feet from 58th Ave, So_ to 56th Ave, So, This is an
asphalt road that is approximately 18 feet wide. Simply put this road width is insufficient to
handle traffic going in two directions as the same time, In its current state, the minimum width of
this road at the intersection of 56th Ave, So, reflects a blind hill to the south in a car Widening of
this road will alleviate this problem and correct this lack of safety_ This is also the school bus
stop for the Auburn School District.
Several of the residents in the Bandy tract have small children and the increase in traffic will
pose a serious safety factor for those children with the two roads in their current state, With thi s
increase in traffic and increase in potential hazards, some of these residents would be forced to
fence their yards to protect their children and pets,

We recòmmend the City Council approve the Nichols annexation with the requirement for access
to Tracts 40 and 50 be utilized by developing S, 324111 St CUlTently, this street has right of way
on both sides, is a straight path trom 56111 Ave, So, to the northern most of his property and does
no interfere with existing residents safety.
