City Council to consider the ten (10) percent annexation application and then postpone action pending the
opportunity for staff to meet with the annexation proponents to address fire service issues.
Background Summary:
The City received 10% Application for Annexation from Jennifer Shaw and four of her neighbors. Ms.
Shaw lives at 31225 117th Place SE and the neighbors who cc -signed the application live along 116th
Avenue S.E. The annexation application includes five parcels with a combined area of 3.6 acres. The
largest parcel (#092105-9192) is owned by the Shaw family and is 8/10 of one acre. Ms. Shaw indicated
she and her husband would like to eventually short plat their property and, consequently, would like to
connect to City water and sewer. Comprehensive Planning Policy C-3 requires annexation as a condition
to the extension of the City's utility services.
The proposed annexation boundaries were extended to include Parcel No. 809700777. This parcel is an
access tract that provides road access to the two easternmost parcels of the proposed annexation. It was
included in the proposed annexation boundaries to better assure the development of road will meet City
street standards. The attached map illustrates the proposed annexation.
The Planning and Community Development Committee reviewed the proposed ten percent annexation
petition at its August 8, 2005 meeting. At its meeting, the PCD Committee indicated support for the
annexation provided that the Auburn Fire Department indicates that it can serve the proposed annexation
area. In subsequently reviewing the proposal, the Fire Department has identified some concerns about
serving certain properties within the proposed annexation area given the existing development pattern
and condition of a certain access road. Based on this, the Fire Department recommended postponing
consideration of the annexation petition until such time City staff and the petitioners can meet to discuss
the issue.

Based on State annexation laws, the Council is asked at this time to consider accepting the attached 10%
application for annexation. If the Council accepts this application, then City staff will request the property
owners to consider and submit a petition for annexation. Upon receipt of the petition, the City Council will
be asked to consider accepting his petition and, if accepted, call for a public hearing. City staff will post
the necessary public notices announcing it. Following the public hearing, Council will be asked to
consider filing the petition and their intent to annex with the King County Boundary Review Board. If
approved by the Boundary Review Board, the Council will then be asked to consider and pass an
ordinance to effect the annexation
