Background Summary: Wade Thuline of Evann LLC, owner, represented by DBM Consulting Engineers has made application for the Final Plat of "Pinnacle Estates Phase 1". "Pinnacle Estates" is the subdivision of a 30.8-acre site into 102 single-family residential lots and five permanent tracts to be developed in two phases. Phase 1 consists of 74 lots and seven tracts, two of which are dedicated to the future development of Phase 2. The site is located at the northwest corner of the Old Man Thomas Road and Lake Tapps Parkway intersection. It is within the northwest quarter of the southwest quarter of Section 5, Township 20 North Range 5 East, W.M. The preliminary plat was approved by the City Council on March 29, 2004 by Resolution No. 3718. The plat has been developed in accordance with the R1, Single Family Residential zoning district as defined by ACC, Section 18.12. A financial security in lieu of completion of plat improvements has been provided to the City. The City Engineer has signed the security in lieu of completion portion of the Certificate of Improvements. Atthe time of preliminary plat approval, the Applicant thought the property had an access easement on Old Man Thomas Road; however, upon further verification this was not confirmed. It is evident however that the property has adequate prescriptive access rights to Old Man Thomas Road to satisfy the requirement for serving as a secondary emergency access. The City will not sign the Final Plat drawings until all changes have been completed. Attached for your consideration is the Final Plat drawing, completed application and Resolution No. 3718 (approving the preliminary plat), the City Engineer's Certificate of Improvement and Ordinance No. 5942.
