Background Summary:
In June 2005 the City of Auburn accepted a ten (10) percent "Application for Annexation" from Patricia
Campbell, 31808 116th Avenue SE, for the annexation of her parcel and two adjacent parcels of similar
size. The parcels have a combined area of approximately 2.95 acres and are located on the east
boundary of the city limits. The area is within the City's potential annexation area. The Comprehensive
Plan designates the area for "Single Family Residential".
City staff prepared the 60% annexation petition. In August 2005 the City received two signed petitions
representing 68% of the assessed valuation of the three parcels. Staff submitted the two -signed petitions
to the King County Assessor, who verified that it meets the statutory requirements for the 60% petition
method of annexation. Attached is the King County "Annexation Petition Certification".
The owner of the parcel at 31822 116th Avenue S.E. did not sign a petition because he is not in favor of
the annexation. He requested that his property be excluded from the annexation.
Attached is a resolution asking the City Council accept the 60% petition for annexation and schedule a
public hearing on October 3, 2005 prior to submitting its intent to annex with the King County Boundary
Review Board. If the Review Board finds its acceptable, then an ordinance to effect the annexation will
be prepared and submitted to Council for review and approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, ACCEPTING A SIXTY PERCENT
PETITION TO ANNEX CERTAIN PROPERTY LOCATED IN KING
COUNTY ADJACENT TO THE CITY'S EASTERN BOUNDARY
AND SETTING A PUBLIC HEARING THEREFOR
WHEREAS, the City of Auburn, Washington, received an application
(ANX05-0003) to annex three parcels of land with a total area of approximately
three acres located in King County adjacent to the City's eastern boundary along
116th Avenue South; and
WHEREAS, at a regularly scheduled Council meeting on June 20, 2005,
the City Council authorized City staff to prepare the necessary annexation
petition stating that said area, if annexed by the City of Auburn, will assume the
pro rata portion of the existing bonded indebtedness of the City of Auburn; and
WHEREAS, the City received a signed petition from two out of three
property owners; thereby representing 68% of the assessed valuation of the
property lying within the limits of the proposed annexation area; and
WHEREAS, it is necessary to schedule the public hearing on the petition
for annexation to ensure that appropriate public notice is provided.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED DOES
HEREBY RESOLVE THAT:
Section 1. The City of Auburn hereby accepts the Sixty -percent Petition
for Annexation received in connection with the requested annexation and hereby

sets a Public Hearing for October 3, 2005, at 7:30 p.m., or as soon thereafter as
the matter may be heard, at the Auburn City Council Chambers, Auburn City
Hall, 25 West Main Street, Auburn, Washington, for the City Council to hear all
persons wishing to speak to said annexation, and to consider its position with
respect to the annexation.
Section 2. The Mayor is hereby authorized to implement administrative
procedures necessary to carry out the directives of this legislation.
Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.

We, the undersigned property owners of the real property lying within the boundaries of the area hereinafter
described, do hereby petition the City of Auburn to annex the
following described area lying adjacent to the existing city
limits of the City of Auburn. Said annexation shall include
the portion of the real property illustrated on the "Annexation
Map" and atta8etl legal description. The said area, if
annexed by the City of Auburn, will assume its pro -rata
portion of the existing bonded indebtedness of the City of
Auburn. In accordance with the City of Auburn's
Comprehensive Land Use Plan, the annexation area will be
zoned R-1: Single Family Residential (AMC 18.12).
WARNING:
Every person who signs this petition with any
other than his/her true name, or who
knowingly signs more than one of these
petitions, or signs a petition when he/she is
otherwise not qualified to sign, or who makes
any false statement, shall be guilty of a
misdemeanor.
PLEASE NOTE
1. The signature of the record owner, as determined by the records of the County Auditor, shall be sufficient without the
signature of his or her spouse.
2. In case of mortgaged property, the signature of the mortgagor shall be sufficient without the signature of his or her
spouse.

County Auditor, shall be deemed sufficient, without the signature of his or her spouse.
4. Any officer of a corporation owning land within the annexation area who is duly authorized to execute deeds or
encumbrances on behalf of the corporation, may sign on behalf of such corporation, and shall attach to the petition a
certified excerpt from the bylaws of such corporation showing such authority.
5. When property stands in the name of a deceased person or any person for whom a guardian has been appointed, the
signature of the executor, administrator, or guardian, as the case may be, shall be equivalent to the signature of the
owner of the property.

ANNEXATION PETITION CERTIFICATION
THIS IS TO CERTIFY that the petition submitted August 23, 2005 to
the King County Department of Assessments by F.W. "Bill"
Mandeville, Planner for the City of Auburn, supporting the
annexation to Auburn of the properties described as the Christ
Church Annexation, have been examined, the property taxpayers, tax
parcel numbers, and assessed value of the properties listed thereon
carefully compared with the King County tax roll records, and as a
result of such examination, found to be sufficient under the
provisions of the New Section of Revised Code of Washington,
Section 35.13.002.
The Department of Assessments has not verified that the signature
on the petition is valid through comparison with any record of actual
signatures, nor that the signature was obtained or submitted in an
appropriate time frame, and this document does not certify such to
be the case.
