Background Summary:
During the course of the past several months the Planning and Community Development (PCD)
Committee reviewed a request from the Dieringer School District to adjust school impact fees collected by
the City on its (Dieringer School District’s) behalf. In doing so, the PCD Committee also discussed and
reviewed the City’s overall approach for processing adjustments to school impact fees and desired to
bring greater clarity to the process.
In the past, certain school districts have assumed that submittal of the annual capital facilities plan update
alone as part of the annual comprehensive plan amendment process was sufficient to request an
adjustment to the school impact fee amount.
The attached ordinance amends Auburn City Code (ACC) section 19.02.060 by requiring that school
districts submit a written request for a school impact fee adjustment (if it is an increase) at the time the
school district’s CFP is submitted for the annual comprehensive plan amendment process. In this
manner the City Council will be aware of the specific school district fee adjustment request and it
(request) can be evaluated concurrently with the City Council’s consideration of the annual school district
capital facilities plan update and the maximum net fee obligation amounts identified in the respective
school district CFP document(s).
The proposed ordinance was reviewed by the Finance Committee at its November 7, 2005 meeting.
As a matter of information, the City of Auburn presently has interlocal agreements to collect school impact
fees on behalf of the Auburn, Dieringer, and Kent school districts. The City does not have an interlocal
agreement with the Federal Way School District (FWSD). However, this year the FWSD made a written
request to develop one with the City. The development of an interlocal agreement with the FWSD would
occur if and when the City Council approves the FWSD capital facilities plan during the 2005
comprehensive plan amendment process.
