MEETING MINUTES
December 5, 2005 7:30 PM
A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Roger Thordarson, and Lynn Norman.

1. Announcements
a) Proclamation — Miss Auburn Scholarship Program
Mayor Lewis welcomed the Miss Auburn Scholarship
Program Contestants and declared January 27 and
28, 2006 as a time to honor parents, participants and
volunteers for the Miss Auburn Scholarship Program.

2. Appointments
a) Urban Tree Board
City Council confirm the appointment of Lonnie
Sundal to the Urban Tree Board to fill an unexpired
term expiring December 31, 2007.
Councilmember Singer moved and Councilmember
Wagner seconded to confirm the appointment of
Lonnie Sundal to the Urban Tree Board.

D. Agenda Modifications
Agenda modifications included removing Resolution No. 3953 from
the agenda and adding Resolution No. 3954.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue.
Mike Newman, 914 - 4f" Street NE, Auburn
Mr. Newman indicated that he is the Associate Superintendent for
the Auburn School District (ASD). Mr. Newman spoke regarding
Ordinance No. 5950 related to school impact fees. On behalf of
the ASD, Mr. Newman thanked Mayor Lewis, Councilmembers and
staff for their work on Ordinance No. 5950. The ASD plans their
capital projects program based upon various factors, including
funds received from school impact fees. Mr. Neman spoke in favor
of Ordinance No. 5950.
C. Correspondence
No correspondence was received.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported that the Municipal Services Committee met
this evening at 5:00. The Committee discussed and recommends
approval of a contract administration item with Vadis, Ordinance
Nos. 5957 and 5958, and Resolution Nos. 3937, 3949, 3953, and
3954. Chair Cerino reviewed modifications to Ordinance No. 5957
and Resolution No. 3937 which were distributed to
Councilmembers prior to the Council meeting. The Committee also
discussed Ordinance No. 5969, architect agreement for the Auburn
Golf Course Clubhouse, and Ordinance No. 5950. The next
regular meeting of the Municipal Services Committee is scheduled
for December 19, 2005 at 5:00 p.m.

B. Planning & Community Development
Chair Norman reported that the Planning and Community
Development Committee met on November 28, 2005 at 5:00 p.m.
The Committee received an update from the Arts Commission on
2005 achievements, some of which included the Shades of
Summer series, outdoor cinema, and BRAVO! Performance series.
The Committee also discussed and recommends approval of
Resolution No. 3929, and Ordinance Nos. 5950 and 5959. Items
of discussion included the private street standard reviews and M1
zone amendments and Comprehensive Plan amendments. The
next regular meeting of the Planning and Community Development
Committee is scheduled for December 12, 2005 at 5:00 p.m.
C. Public Works
Chair Wagner reported that the Public Works Committee met on
November 28, 2005 at 3:30 p.m. The Committee discussed
Resolution No. 3951, a Development Agreement relating to the
SuperMall. Chair Wagner reviewed modifications to Resolution No.
3951, which were distributed to Councilmembers prior to this
evening's meeting. The Committee also received a status report
on grants currently in progress, and discussed Ordinance Nos.
5957 and 5958, the 4� Street Sanitary Sewer project, and the
Capital Project Status Report. The next regular meeting of the
Public Works Committee is scheduled for December 12, 2005 at
3:30 p.m.
D. Finance
Chair Backus reported that the Finance Committee met this
evening at 6:30. The Committee discussed and recommends
approval of claims and payroll vouchers, bad debt write-off, and
Ordinance No. 5970. Resolution No. 3953 was removed from this
evening's agenda. The Committee also discussed Ordinance No.
5969 and Resolution No. 3954 The next regular meeting of the
Finance Committee is scheduled for December 19, 2005 at 6:30
p.m.
E. Committee on Committees
Chair Wagner reported that the Committee on Committees met this
evening at 7:10. The Committee agreed on the proposed
committee assignments and directed that a resolution
implementing the 2006 assignments be prepared for Council
consideration at the next regular meeting.

IV. COUNCILMEMBER REPORTS
At this time Councilmembers may report on items not specifically
described on the agenda, which are of interest to the community.
Councilmember Backus reported that she and other Councilmembers
attended the retirement celebration for City of Kent Mayor Jim White at
Emerald Downs Racetrack. She also attended the Santa Parade down
Main Street and the Downtown Planning Committee meeting.
Councilmember Norman reported that she attended the Downtown
Planning Committee meeting. The Committee discussed downtown
design standards and met with an economic development consultant
working on the project. Councilmember Norman also attended the Santa
Parade and the 133rd Army/Airforce Concert Band performance.
Councilmember Peloza reported that he helped serve Thanksgiving day
lunch at the Auburn Senior Center to approximately 300 senior citizens.
The next holiday lunch will be served on December 15 at the Auburn
Senior Center. Councilmember Peloza also attended the ceremony of
Fire Department Station 31 for acceptance of a $29,000 grant for the
purchase of an air power lift bag, a legislative reception at the
Muckleshoot Indian Tribe (MIT) Casino hosted by the MIT, and the Water
Resource Inventory Area (WRIA 9) Management Committee meeting.
Councilmember Peloza relayed information from the WRIA 9 meeting
relating to Tacoma Public Utilities operation of the Duwamish/Green River
watershed diversion dam and their salmon mitigation program.
Councilmember Peloza noted that, in a joint effort with Senator Pam
Roach, a town meeting will be held at 7:00 p.m. on January 5, 2006 in the
City of Auburn Council Chambers to provide information and training
which will enable citizens to identify registered sex offender that may live
in their neighborhoods.
Councilmember Wagner congratulated Mayor Lewis on his stirring
welcome of the 133rd Army/Airforce Concert Band performance at which
Mayor Lewis recounted the of importance of band music to our armed
forces through the history of the United States. Councilmember Wagner
noted that Mayor Lewis shared experiences of his own military family to
demonstrate that importance. Councilmember Wagner commended the
patriotism of Mayor Lewis and also the Auburn community.
Mayor Lewis expressed regrets at being unable to attend the MIT
legislative reception and reported that he chaired the Suburban Cities
Public Issues Committee at that time. Mayor Lewis noted that Suburban
Cities committee member assignments for Councilmembers Backus,

Norman, Singer, Thordarson and Peloza were approved. In addition,
Councilmembers Wagner and Cerino have Pierce County committee
member assignments which are appointed at a separate time and,
Councilmembers Backus, Wagner, Thordarson, and Peloza have national
committee assignments. Mayor Lewis also noted that
Councilmember/Mayor Pro Tem Singer is currently the Vice President,
and may have the opportunity to serve as President, of the Puget Sound
Regional Council. Mayor Lewis stated that Auburn Councilmembers are
incredibly active in local, state, and regional committees and commended
their dedication to the City of Auburn.
Mayor Lewis also commented on the exceptional attendance at the Santa
Parade and praised Auburn citizens for their participation. Mayor Lewis
stated that this is an incredibly special event and the participation
demonstrates what a wonderful community Auburn is.
V. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City
Council to be routine and will be enacted by one motion in the form listed.

AG -S-006 with Vadis for a twelve month litter control
program.
D. Write-off of Debt

City Council to approve the write off of delinquent, current and
deferred accounts receivable debt in accordance with City policy in
the total amount of $51,580.80.
Councilmember Singer moved and Councilmember Wagner
seconded to approve the consent agenda.

seconded to remove Ordinance No. 5950 from the table and to
adopt Ordinance No. 5950.

IX. MAYOR'S REPORT
A. Executive Session
Mayor Lewis recessed the meeting to executive session at 8:07
p.m. for approximately fifteen minutes in order to discuss property
acquisition pursuant to RCW 42.30.110(1)(b) and potential litigation
pursuant RCW 42.30.110(1)(i)
Mayor Lewis reconvened the meeting at 8:28 p.m.
