AGENDA BILL APPROVAL FORM
Agenda Subject:
Date:
Ordinance No. 5998, amending Chapters 12.52 and 15.52, Auburn City
January 31, 2006
Code, related to street names and building numbering.
Department: Planning Attachments: Ordinance No. 5998
Budget Impact: None
Administrative Recommendation:
City Council introduce and adopt Ordinance No. 5998.
Background Summary:
Last year, the Mayor directed staff to develop a street addressing policy and a process by which existing
street names and/or addresses could be changed. For several months, staff from Fire, Police, Building,
Planning and Engineering met to develop a draft street naming and addressing policy and examine
potential changes to Auburn City Code. The working group examined existing street name and
addressing problems, standard conventions, and also consulted with local representatives from the U.S.
Postal Service. The result of were the proposed Code amendments and an addressing policy that will
remain as an administrative standard.
Although existing City Code provides guidance regarding how new streets are to be named, that
framework did not function well once the city expanded beyond the valley floor. As a result, different street
names have been used in Lakeland Hills, portions of West Hill, and in neighborhoods located off of
Auburn Way South, east of the casino. These streets have been named without the benefit cf a
formalized policy, which in some instances, has resulted in erratic naming. Addressing of individual
residences has also been erratic, resulting in the need to consider changing individual addresses.
Historically, this has frequently been done at the request of the property owner. In recent years, Fire and
Police staff have requested areas be re—addressed in order to ensure incident response times occur
within acceptable time frames.
The proposed code changes will 1) authorize the building official to establish street naming and
addressing standards; 2) provide a code basis for the different street names currently existing in the Lea
Hill area and the area south of the Stuck River and 3) establish a process for renaming any street or
readdressing that will require public notification and a City Council hearing before implementing any
change.
The Addressing Standard establishes conventions for both naming streets and assigning individual site
addresses and will apply to a wide variety of potential situations.
