WASHINGTON Agenda Subject: Tree Board Membership Date: February 1, 2006 Department: Attachments: Budget Impact: Parks, Arts and Recreation I Ordinance 5999 Administrative Recommendation: City Council introduce and adopt Ordinance 5999. Background Summary: The need for an advisory board to address the care and management of the City's urban forest was recognized by Council in 2004. After a number of meetings, at which the Board was unable to seat a quorum, it was determined that this board's make-up should be like that of other City boards and have a membership of seven (7) members. The Board has recognized that the diversity of the group, as well as the interest and education of the members, allows them to approach their goal from many sides. With the busy lives of the members, having this number of board members should ensure a quorum at each meeting. The board has set some goals for themselves in the coming years, which will require their ability to make decisions at each meeting; the increased number and the requirement of participation and attendance will increase their ability to meet these challenges. We request that the changes to the Urban Tree Board structure be approved by Council. Tabled Unlil Councilmember: NormanStaff: Faber MeetingDate: Februarym 21, 2006 Item Number: VIII.A.2 AUBURN* MORE THAN YOU IMAGINED ORDINANCE NO. 5 9 9 9 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTION 2.43.020 OF THE AUBURN CITY CODE, RELATING TO MEMBERSHIP FOR THE URBAN TREE BOARD WHEREAS, the Urban Tree Board was established as an advisory element to the Mayor and City Council in matters of trees and tree care with direction given to educate and advise both citizens and staff; and WHEREAS, the Urban Tree Board members are anxious to provide diversity in their decisions; and WHEREAS, the Board members feel that additional members will ensure that a quorum is always present for business meetings; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. That Section 2.43.020, of the Auburn City Code, relating to membership on the Urban Tree Board is hereby amended as follows: 2.43.020. Membership. There shall be five seven (5 7) members of the Tree Board who shall be appointed by the Mayor and confirmed by the City Council, and who shall serve at the pleasure of the City Council. The Finembers shall be • sidents 9. the Gity. Members of the tree board shall be selected from residents livinq within the incorporated city limits of Auburn. Exception to this rule may be made, at the discretion of the Mayor and the City Council in instances where an appointee brings a special interest or talent to the board. From and after February 21. 2006. when anv member of the Board has three unexcused absences in succession or misses more than 25% of the regular meetings of the board during any calendar year, the Mayor of the City shall have the authority to dismiss the member from the board without stating any cause for the dismissal, except as otherwise provided by law. That if any provision of this Ordinance or the application thereof to any person or circumstances is held to be invalid, the remainder of such code, ordinance or regulation or the application thereof to other person or circumstances shall not be affected. Section 3. Implementation. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 4. Effective Date.
