City Council introduce and adopt Ordinance 6000.
Background Summary:
The Parks and Recreation Board was created many years ago as a commission with directives from the
State of Washington. At that time the Board had many more duties and obligations under the auspice of
state law for Washington. Many of the powers and duties annotated in the code are no longer the
responsibilities of the board, but that of the City through its Council and Mayor. The term "commissioner'
is no longer appropriate in the connotation or make-up of the Board.
In an effort to make changes to Chapter 2.42 of City Code and to reflect the advisory capacity of the
Board, we request that Council adopt Ordinance 6000.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AMENDING CHAPTER 2.42 OF THE
AUBURN CITY CODE RELATING TO THE MEMBERSHIP,
APPOINTMENT AND TERMS, POWERS AND DUTIES OF THE
MEMBERS OF THE PARKS AND RECREATION BOARD
WHEREAS, the Auburn City Council desires to change the name of the
Board of Parks and Recreation Commissioners to reflect the broader focus of the
Department of Parks, Art, and Recreation, and to expand the responsibilities of
the Board to provide public policy recommendations to the City Council regarding
community programs, services, natural resource and land stewardship, cultural
diversity, and Parks, Art and Recreation Department — related special events;
and
WHEREAS, the current provisions of the City Code no longer represent
the mandate of the City Council or the structure of the board as it pertains to the
manner in which the Board functions;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN as follows:
Section 1. AMENDMENT TO CITY CODE. That Chapter 2.42 of the
Auburn City Code is hereby amended to read as follows:

2.42.010 Definitions.
Words, as used in this chapter, shall have the following meanings:
A. 'Board" means the beard—members of park he parks and recreation

B. "Park" means an area of land, with or without water, developed and used
for public recreational purposes, including landscaped tracts; picnic grounds;
playgrounds; athletic fields; recreation centers; camps; foot, bicycle, and bridle
paths; motor vehicle drives,, wildlife sanctuaries; museums; zoological and
botanical gardens; facilities for bathing, boating, hunting, and fishing; as well as
other recreational facilities owned by the city and utilized for the benefit of the
public. (1957 code § 1.18.010.)
2.42.020 Created —Creation - Membership.

appointee brings a special interest or talent to the board.
From and after February 21, 2006, when any member of the Board has
three unexcused absences in succession or misses more than 25% of the
regular meetings of the board during any calendar year, the mayor of the city
shall have the authority to dismiss the member from the board without stating any
cause for the dismissal, except as otherwise provided by law (Ord. 5803 § 6,
2003; Ord. 3523 § 2, 1980.)

Section 2. General Severability.
That if any provision of this Ordinance or the application thereof to any
person or circumstances is held to be invalid, the remainder of such code,
ordinance or regulation or the application thereof to other person or
circumstances shall not be affected.
Section 3. Implementation.
The Mayor is hereby authorized to implement such administrative
procedures as may be necessary to carry out the directives of this legislation.
Section 4. Effective Date.
This Ordinance shall be in full force and effect five (5) days after
publication of the Ordinance Summary.
