Administrative Recommendation:
City Council grant permission to enter into Consultant Agreement No. AG-C-278 with Northwest Land &
Water, Inc. (NLW) for hydrogeological services related to developing additional water rights.
Background Summary:
The City of Auburn is seeking primary groundwater rights to develop new supplies that are needed to
meet future water demands. These rights would apply to wells in the Auburn Valley, where the City wants
to develop additional water supplies at 18 million gallons per day (mgd) Oi, and 12.6 mgd Oa.
Northwest Land and Water, Inc., (NLW) will assess three possible scenarios for mitigating the impacts of
new groundwater development.
1. Lake Tapps would function as the recharge point for the Auburn Valley.
2. The White River bypass reach would be used to increase recharge to Auburn Valley aquifers.
3. Infiltration basins or wetlands would be constructed to facilitate localized aquifer recharge.
NLW will examine the feasibility, benefits, and uncertainty associated with each scenario using
information that has been generated by City projects over the past decade. NLW will prepare a report
summarizing the results of this assessment.
The anticipated cost for this agreement is $23,787.
A project increase of $23,787 within the water utility fund will be necessary; however it will not require a
budget adjustment since it is anticipated that the budgeted expenditures in the fund will not be exceeded
this year.
