Administrative Recommendation:
City Council grant permission to enter into Consultant Agreement No. AG -C-282 with HDR, Inc. for final
design services for Project No. C229A, BNSF/East Valley Highway Pedestrian Underpass.
Background Summary:
The Washington State Department of Transportation identified and evaluated the BNSF / A Street SE
pedestrian underpass in a study prepared in December 2000. Phase 1 of the project, completed in March
2005, provided a preliminary design consisting of a pre -cast concrete tunnel under A Street SE with a
path extending westward that passes under a new 3 -span railroad bridge. Phase 2 of this project,
currently being done, provides for the final design of the railroad bridge structure.
HDR, Inc. has been selected to perform the final design and the development of construction contract
plans, technical specifications, and construction cost estimates for the pedestrian/bicycle path, tunnel,
retaining walls, and stairs. This scope of work includes project management, administration, permitting,
environmental studies, and City coordination as required to complete the final design work. Construction
is anticipated for the years 2008/2009, dependent upon obtaining additional grant funding.
The anticipated cost for HDR, Inc. to perform this phase of the professional design services is $233,000.
The total project is expected to cost approximately $3.7 million.
