Background Summary:
Staff has applied for Outdoor Interagency Committee (IAC) grant funds for the construction of habitat and
trail improvements within the Auburn Environmental Park. This resolution identifies support of the City of
Auburn towards meeting the required match.
Total construction costs are estimated at $2,303,758.00. The City of Auburn's match is 50% of this
amount ($1,151,879.00). Staff continues to identify other grants that could be used in conjunction to meet
the City's matching needs. In order to move forward with this grant opportunity, the City is required to
certify that it has the matching funds by July of 2007.
Policies on payback for mitigation credits in the Auburn Environmental Park are unknown at this time.
The IAC has offered some written suggestions on how this money can be used once mitigation credits
are available but these are in the development stage and will need to be proposed once we move further
along in the process. These examples include:
1. The money is returned to IAC for the investment they made into the bank.
2. Invested locally into another wetland mitigation bank
3. Invested in another high quality parcel that is protected in perpetuity

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING APPLICATION
FOR FUNDING ASSISTANCE FOR A WASHINGTON
WILDLIFE AND RECREATION PROGRAM (WWRP)
PROJECT (AUBURN ENVIRONMENTAL WETLAND
MITIGATION BANK) TO THE INTERAGENCY COMMITTEE
FOR OUTDOOR RECREATION (IAC) AS PROVIDED IN
CHAPTER 79A.15 RCW, FOR RESTORATION OF
HABITAT CONSERVATION AND OUTDOOR
RECREATION LANDS AND FACILITIES
WHEREAS, The City of Auburn has approved a comprehensive plan that
includes this project area; and
WHEREAS, under the provisions of WWRP, state funding assistance is
requested to aid in financing the cost of land develop ment/restoration; and
WHEREAS, our agency/organization considers it in the best public interest to
complete the land acquisition and/or facility develop ment/restoration project described
in the application;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF' AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH
RESOLVES AS FOLLOWS:
Section 1. The Mayor is authorized to make formal application to IAC for
funding assistance.
Section 2. Any fund assistance received to be used for implementation of the
project referenced above.
Section 3. Our agency/organization hereby certifies that its share of project
funding is committed and will be derived from local appropriations.

Section 4. We acknowledge that we are responsible for supporting all non-cash
commitments to the sponsor share should they not materialize;
Section 5. We acknowledge that any property acquired or facility
developed/restored with IAC financial aid must be placed in use as an outdoor
recreation facility and be retained in such use in perpetuity unless otherwise provided
and agreed to by our organization and IAC (generally, IAC approves removing facilities
from the perpetuity requirement when the facilities have reached their designed life
expectancy, or because of extraordinary vandalism, acts of nature, fire, etc.).
Section 6. This resolution becomes part of a formal application to IAC.
Section 7. We provided appropriate opportunity for public comment on this
application.
Section 8. The Mayor is authorizes to implement such administrative
procedures as may be necessary to carry out the directives of this legislation.
Section 9. That this Resolution shall take effect and be in full force upon
passage and signatures hereon.
