Background Summary:
The Washington Service Corps (WSC), a division of the Washington State Employment Security
Department, makes available approximately 45 full-time volunteers to assist with disaster preparedness
and education through the AmeriCorps VISTA Ready'Corps program. Grantees are provided a full-time
volunteer for a period of one year to assist them in these activities. The volunteer is provided a living
stipend and various benefits through WSC. The City of Auburn has been accepted as a grantee agency,
for the express purpose of coordinating Citizen Corps Council activities, including Community Emergency
Response Teams, as well as other disaster preparedness and education activities. The City agrees to
select and train an appropriate volunteer, as well as to provide that volunteer with suitable workspace.

RESOLUTION NO. 4042
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING THE ACCEPTANCE
OF A GRANT FROM THE WASHINGTON SERVICE CORPS TO
PROVIDE A FULL-TIME VOLUNTEER TO THE CITY OF
AUBURN, AND AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE THE NECESSARY AGREEMENTS TO ACCEPT
SAID VOLUNTEER
WHEREAS, the City of Auburn has created an office of Emergency
Preparedness, dedicated to preparing the City and its residents for disaster; and
WHEREAS, the Washington Service Corps provides full-time disaster
public education volunteers through the AmeriCorps VISTA ReadyCorps
program; and
WHEREAS, the City of Auburn desires to provide comprehensive disaster
education to Auburn residents; and
WHEREAS, the City of Auburn has been accepted as a host site for a
2006/2007 VISTA volunteer, with a required local match of $4,000.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. The City Council of the City of Auburn hereby accepts a grant
from the Washington Service Corps of one VISTA volunteer. The Mayor and
City Clerk are authorized to execute a Memorandum of Agreement with the
Washington Service Corps in substantial conformity with the Agreement
attached hereto and designated Exhibit "A" and incorporated herein by this
reference.

Section 2. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out directives of the
legislation.
Section 3. This Resolution shall be in full force and effect upon passage
and signatures hereon.

Congratulations! We are pleased to announce that your organization has been chosen as a Ready*Corps host agency
for the 2006-2007 program year to assist the residents of Washington State in becoming better prepared in the event
of a natural or man made disaster. Your organization has been approved to host one AmeriCorps VISTA member/s.
There are many responsibilities that come with hosting a Ready*Corps member. Some of these are outlined below.
Please read them all carefully.
• The start date for these new members will be Friday, September 1, 2006.
• You are ultimately responsible for identifying and selecting your AmeriCorps VISTA member. It is suggested
that you begin immediately identifying possible candidates as the last day for selection for the next program
year will be August 4, 2006.
• As mentioned previously, before any new member starts, they are required to attend an all expense paid Pre
Service Orientation in Ellensburg, Washington. The event will take place August 27 — 30, 2006
• Please note that all AmeriCorps site supervisors are required to attend an AmeriCorps training
orientation. Even if you are a second or third year site, this is still a requirement. During this event, we will
review program requirements.
The dates for this training are scheduled for Thursday, June 15 or Thursday, July 13 and will both
take place at the Washington Service Corps office from 9:00 AM through 2 PM in Olympia, WA. (Driving
directions attached.) Please feel free to choose the date that best meets your needs.
• Your organization will be responsible for providing a workspace, an organization -specific orientation (including
rules of conduct, appropriate behavior, and local policy), and a single staff person in your office to be the site
supervisor and key contact for the member.
• There is a $4000 cash match per member to be billed in the October 2006.
• Members will be required to complete a work plan, timesheets and monthly activity logs for the Washington
Service Corps for accountability to state and federal funding sources.
• More information including the formal sponsor agency contract will be provided in the upcoming weeks.
