Background Summary: Because of the growing interest in soccer in the Auburn area, one of the amenities listed in the Parks, Recreation and Open Space Plan as a recognized need is for the construction of 13 additional soccer playing fields in the area. Grant funding is available from the Washington's Interagency Committee for Outdoor Recreation (IAC) for the development and/or restoration of outdoor recreation lands and facilities. We determined that refurbishing the two soccer fields at Game Farm Park would be the most cost effective manner in which to provide two of the needed fields. The current lack of playing fields in Auburn has our local teams traveling outside of the area for practices and to play their games. Games scheduled on our fields during poor weather conditions sometimes require that they be rescheduled due to poor drainage on the existing fields. The synthetic playing surface proposed in our grant application allows better drainage, longer playing times, and a safer playing surface. This plan also is cost efficient because it uses the existing amenities in the park, i.e. field lighting, parking, concessions and restrooms. As of May 12, 2006, we have received 706 individual letters and signatures of support for this proposal. This support is representative of both individuals and groups in our community who are active in the soccer sport and recognize that additional synthetic fields would greatly enhance our ability to meet the needs of our community and for these players. River Community College, Auburn School District, and Auburn Youth Soccer support the renovation of Game Farm Park fields with pledges of cash and in-kind support; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1. The City Council of Auburn, Washington hereby agrees to accept the conditions as set forth in a form substantially as set forth in the Washington Wildlife and Recreation Program Authorizing Resolution, a copy of which is marked as Exhibit "A" and the Washington Wildlife and Recreation Program, Local Parks Category Application Project Summary, a copy of which is marked as Exhibit "B". both of which are attached hereto and incorporated herein by this reference. The site is located on 143 acres of Game Farm Park a regional park in Auburn.The area being renovated is on the north half of the site and provides active and passive recreation.The proposed renovations will include a design for removal of the existing cinder/ clay fields, grading, drainage, paving and grass. Installation of two synthetic product fields will improve play, safety and allow longer use of the fields to meet the need for additional soccer field use as identified in the 2005 Auburn Parks, Recreation & Open Space plan. The U.S. Census says that 29% of Auburn's 40,000 population is youth, 19 years of age and younger. The Auburn Parks Plan notes that soccer fields are deficient to support local community groups including the Auburn user groups that currently travel to Tukwila for games and practices due to the limited soccer fields located in Auburn. Also as part of the growing user groups our local hispanic population are requseting more soccer time on the local Auburn fields. With the new design, the fields will provide 3-4 times the hours of available playing time for local users and will reduce traveling to areas out side of the city.
