A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING THE MAYOR TO
ACCEPT A GRANT FROM THE WASHINGTON TRAFFIC
SAFETY COMMISSION FOR THE PURCHASE OF SIX
FLASHING BEACONS TO BE INSTALLED IN THREE
SCHOOL ZONES IN AUBURN
WHEREAS, the City desires to install flashing beacons to alert drivers upon
entering a school zone; and
WHEREAS, the City applied for and was granted a Washington Traffic Safety
Commission Grant in the amount of $15,000 to purchase. six (three sets) flashing
beacons to be installed on East Main Street in the Washington Elementary School zone,
on M Street SE in the Gildo Rey Elementary School zone, and on.1 ih Street SE in the
Terminal Park Elementary School zone; and
WHEREAS, it is in the best interest of the City to use grant monies to finance
traffic safety improvements.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. That the Mayor is hereby authorized to accept the Washington Traffic
Safety Commission grant for $15,000, in substantial conformity with the agreement
attached hereto, marked as Exhibit "1" and incorporated herein by this reference. The
Washington Traffic Safety Commission Grant is in the amount of $15,000 and is
available on a reimbursement basis for the purchase of six (three sets) flashing beacons

to be installed on East Main Street in the Washington Elementary School Zone, on M
Street SE in the Gildo Rey Elementary School Zone, and on 1 ih Street SE in the
Terminal Park Elementary School Zone. Section 2. That the Mayor is authorized to
implement such other administrative procedures as may be necessary to carry out the
directives of this legislation.
Section 3. That this Resolution shall take effect and be in full force upon
passage and signatures hereon.

Dear Mr. Johnstone:
On behalf of the Washington Traffic Safety Commission (WTSCY I am
pleased to inform you that the Request for Proposal (RFP) for school zone
flashing lights submitted by your agency in the amount of $15,000.00 has
been approved. Enclosed is a copy of the signed agreement.
Please note: you may not obligate or spend any funds for this project
until after Julv 1, 2006.
Project Period
Your project(s) must begin within 60 days after July 1, 2006 (date of grant
approval and availability of funds) and must be completed within 120 days.
Reporting Requirements
Your agency is responsible to fulfill the reporting requirements as outlined in
the signed RFP, including submitting requests for reimbursement and final
reports in a timely manner.
Final reimbursement request must be received by the WTSC no later than 30
days after the completion of your project(s) or you will not receive
reimbursement.
A final report shall be submitted within one year of installation detailing the
impact of this project within the school zone including whether or not the
goals outlined in your original proposal were achieved. The speed data
collected for the final report should be consistent with the conditions existing
during baseline data collection. One year of post installation collision data
should be included as well.
Failure to submit reimbursement requests or to file the required final report
could lead to termination of the project agreement, and forfeiture of
reimbursement.
The response to this RFP was overwhelming and we anticipate repeating this
project in the next fiscal year.

In this section, the following five elements should be defined in narrative form: (1)
Problem Identification, (2) Agency Qualifications, (3) Project Goal(s), (4) Project

Please clearly label each element using the titles listed above. Narratives may not
exceed three single-sided pages using nothing smaller than a 12-point font. Hand-

Problem Identification
East Main Street is classified as a minor arterial and is the primary east-west travel route
through downtown Auburn, a vibrant commercial area. One of the primary entrances to the
'Washington Elementary School campus is on East Main Street. Since East Main Street
serves as a through travel route, Metro Transit bus route, commercial district and school
zone, there are numerous distractions for drivers. These circumstances highlight the need
to make drivers more aware of the presence of a school zone. Currently, there is signage
identifying the entrance to the school zone. However, the presence of a flashing beacon at
either entrance will accentuate the school zone boundaries, helping to ensure drivers
adhere to the school zone speed limit of 20 mph when children are present.
As evidenced by the speed, volume, collision, roadway characteristic, and travel mode
information presented below, Washington Elementary would benefit significantly from the
installation of flashing beacons.
Speeding
A speed study was conducted on East Main Street in May 2006 in the Washington
Elementary school zone. The table below shows the average and high speeds recorded
during the am and pm hours the beacons will be flashing.

Roadway Characteristics
East Main Street is a minor arterial with one travel lane in each direction, sidewalks, and
parallel parking on both sides of the road except at bus stops and in fire zones. The speed
limit is 25 mph in front of Washington Elementary and 30 mph just east of Washington
Elementary. There is currently signage at the entrance and exit of the school zone
indicating a 20 mph speed limit is in effect "When Children Are Present".
The nearest stop lights are 0.3 miles to the west and 0.4 miles to the east. This distance
creates a situation in which drivers tend to speed due to the spacing of traffic control
devices.
The City is currently designing an enhanced crosswalk that will be constructed across East
Main Street between F Street and G Street in order to provide a safer crossing for
Washington Elementary school children~ The crosswalk will have significant safety
enhancements to accentuate the pedestrian crossing zone, including raised islands and
LED powered signage announcing the crossings. The project will be completed in 2006.
Modes of Trave/
Washington Elementary has 382 students. Of those, 30-35 walk and 5-12 bicycle to school
daily.
Additiona/lnformation
Washington Elementary School sits adjacent to Auburn High School, located just to the
east. Hence, the flashing beacons will also benefit high school students walking or biking to
school. They will also serve as an additional safety measure, alerting high school drivers
passing Washington Elementary of the speed limit change within the school zone.
Aaencv Qualifications
The City of Auburn has the experience and staff necessary to implement this program,
including the installation of the flashing beacons and fulfillment of the maintenance
requirements. The City employs two full-time traffic signal technicians, as well as .a ten
person street maintenance team. The traffic signal technicians, under supervision of the
traffic operations engineer, are responsible for ensuring the flashing beacons function
properly at all times. The City currently maintains six (6) pairs of flashing beacons in school
zones throughout the City.
The City worked in collaboration with the Auburn School District to identify school zones that
will benefit most from installation of flashing beacons. As evidenced by the attached letter
of support, the City has the full support ofthe Auburn School District for this project.
The City owns the equipment and employs the staff required to conduct speed studies as
needed. Hence, the City will be able to track and report on the differential in average, high,
and low speeds before and after installation of the flashing beacons.
Proiect Goals
The project goal is to improve safety for school children, achieved through a reduction in
overall speeds during the hours children are likely to be present and an increased
awareness among drivers of the presence of a school zone.
Proiect Activities
The project activities include:
1. Installation of two (2) solar powered flashing beacons per school zone, at the
entrance to the school zone on either side of the street. These beacons will replace
existing signage that indicates the 20 mph speed zone is in effect "When Children
Are Present". Instead, the signage would indicate the 20 mph speed zone is in effect
"When Flashing or When Children Are Present".
2. Police enforcement in the school zone during the hours the beacons are flashing.
See the attached letter of support for details of the enforcement plan.
3. A public awareness and education campaign, which includes press releases posted
on the City's website and sent to the local newspaper. The releases will emphasize
the safety benefits of slowing down in school zones and educate drivers about how
speed limits are regulated in school zones.

Proiect Evaluation
The success of the flashing beacons will be evaluated by comparing average, high, and low
speeds during the hours the flashing beacons are in operation. A speed study will be
conducted approximately three months after installation of the devices, once drivers have
had an opportunity to acclimate to the devices.

The City of Auburn, with the support of the Auburn School District, is requesting $5,000

Invoicing Requirements
Invoices should be submitted to the Traffic Safety Commission on a monthly basis.
Due to state fiscal year closing on June 30 of each year, all invoices, whether state or federal funds, for
goods received or services performed on or prior to June 30 need to be received by WTSC no later than
August 15. The Federal fiscal year and project agreements end on September 30 of each year. Invoices
for goods received or services performed on or before September 30, for federal funded projects, need to
be received by WTSC no later than November 15.
Invoices received after the above cutoff dates are subject to non-payment.

On behalf of the Auburn Police Department, I would like to express my support for
installation of the flashing beacons in elementary school zones in Auburn. We have
found them to be effective devices for alerting drivers and encouraging them to slow
down in adherence of the 20 mph speed Iimitin active school zones.
The traffic division of the Auburn Police Department will undertake targeted
enforcement activities in the school zones that receive funding for the purchase of
flashing beacons. This will include radar speed patrols as well seat-belt "click it or
tickef' enforcement.

Dear Ms. Drake:
The Auburn School District supports the City of Auburn in its endeavor to acquire grant
funds for the purchase of flashing beacons at elementary schools in Auburn. In
collaboration with the City of Auburn, we have selected three schools that would most
benefit from the installation of flashing beacon speed zone signs: Washington
Elementary, Terminal Park Elementary, and Gildo Rey Elementary.
These three schools are all accessed by busy streets, especially Washington Elementary.
They also have a high percentage of students that walk or bike to school regularly. For
instance, 45% of the students at Gildo Rey Elementary are walkerslbikers. At other
elementary schools in Auburn, we have found flashing beacons to be effective in
delineating the school zone, promoting driver awareness of school children, and reducing
driving speeds.
I would greatly appreciate the support of the Washington Traffic Safety Commission in
considering distribution of funding for this program. I would be pleased to speak further
on behalf of this request should you so desire.

Problem Identification
M Street SE is a north-south residential collector, a Metro Transit bus route, and a heavily
utilized corridor for school children. It is a walking route for three schools, has an ADT of
4,300 vehicles, and carries 73 Metro buses and 50 school buses daily. It is a busy,
multi modal route.
Gildo Rey Elementary School fronts on 3th Street SE, which is equipped with flashing
beacons, but has an entrance that is accessed from M Street SE. Forty-five percent (45%)
of the children attending Gildo Rey walk or bike to school. Many of them cross M Street SE.
Hence, flashing beacons on M Street SE at 31st and just north of 3th Streets SE will
accentuate the school zone boundaries, helping to ensure drivers adhere to the school zone
speed limit of 20 mph when children are present.

Collision Data
Three collisions occurred on M Street SE in the vicinity of Gildo Rey Elementary between
January 1, 2001 and April 5, 2006. The collisions did not result in personal injuries.
Roadway Characteristics

road. The speed limit is 25 mph. There is currently signage at the entrance and exit of the
school zone indicating a 20 mph speed limit is in effect "When Children Are Present".
There are stop signs at 3th Street SE and 29th Street SE. This distance creates a situation
in which drivers tend to speed due to the spacing of traffic control devices.
The City is currently rehabilitating this portion of M Street SE (29th to 3th) with full pavement
reconstruction and completion of the sidewalk network on both sides of the street. The
improvement will be constructed in late 2006. When the pavement is rehabilitated, drivers
may be inclined to drive faster. The installation of flashing beacons would ensure they
remain aware of the 20 mph speed limit when children are present.
Modes of Travel
Gildo Rey Elementary has 651 students. Of those, 280 walk and 8-12 bicycle to school
daily. Hence, nearly half of the student body arrives at school via walking or bicycling.
Aaencv Qualifications
The City of Auburn has the experience and staff necessary to implement this program,
including the installation of the flashing beacons and fulfillment of the maintenance
requirements. The City employs two full-time traffic signal technicians, as well as a ten
person street maintenance team. The traffic signal technicians, under supervision of the
traffic operations engineer, are responsible for ensuring the flashing beacons function
properly at all times. The City currently maintains six (6) pairs of flashing beacons in school
zones throughout the City.
The City worked in collaboration with the Auburn School District to identify school zones that
will benefit most from installation of flashing beacons. As evidenced by the attached letter
of support, the City has the full support of the Auburn School District for this project.
The City owns the equipment and employs the staff required to conduct speed studies as
needed. Hence, the City will be able to track and report on the differential in average, high,
and low speeds before and after installation of the flashing beacons.
Proiect Goals
The project goal is to improve safety for school children, achieved through a reduction in
overall speeds during the hours children are likely to be present and an increased
awareness among drivers of the presence of a school zone.
Proiect Activities
The project activities include:
1. Installation of two (2) solar powered flashing beacons per school zone, at the
entrance to the school zone on either side of the street. These beacons will replace
existing signage that indicates the 20 mph speed zone is in effect "When Children
Are Present". Instead, the signage would indicate the 20 mph speed zone is in effect
"When Flashing or When Children Are Present".
2. Police enforcement in the school zone during the hours the beacons are flashing.
See the attached letter of support for details of the enforcement plan.
3. A public awareness and education campaign, which includes press releases posted
on the City's website and sent to the local newspaper. The releases will emphasize
the safety benefits of slowing down in school zones and educate drivers about how
speed limits are regulated in school zones.

delineating the school zone, promoting driver awareness of school children, and reducing
driving speeds.

Problem Identification
1 ih Street SE is an east-west residential collector and a major connector route for those
travelling from Auburn Way South to A Street SE, two regional north-south corridors with
ADTs over 25,000.
Terminal Park Elementary is a neighborhood elementary school, drawing a significant
percentage of walkers from the community. There is an inherant safety concern due to the
fact that many of the students must cross 1ih Street SE to get to and from school.
Flashing beacons would alert drivers to the presence of school children before and after
school hours.
Speeding
A speed study was conducted on 1ih Street SE in May 2006 in the Terminal Park
Elementary school zone. The table below shows the average and high speeds recorded
during the am and pm hours the beacons will be flashing.
