Background Summary: The Washington State Department of Ecology has offered additional grant funds for the Coordinated Prevention Grant Program to be used for our business recycling program. The original grant was approved on Resolution No. 3957 on December 19, 2005 and was for $28,037. An amendment to the original grant has been offered that increases the amount by $14,727, for a total of $42,764. Resolution No. 4058 authorizes the acceptance of additional grant funds in the amount of $14,727. D Other D Public Works D Human Resources D Information Services Action: Committee Approval: DYes ONo Council Approval: DYes ONo Call for Public Hearing -'-'- Referred to Until -'-'- Tabled Until --1-'- Councilmember: Cerino I Staff: Coleman Meetin~ Date: Julv 17, 2006 litem Number: VIII.B.4 AUBURN * MORE THAN YOU IMAGINED RESOLUTION NO. 4 0 5 8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING AN AMENDMENT TO THE WASHINGTON STATE DEPARTMENT OF ECOLOGY 2006 - 2007 ECOLOGY COORDINATED PREVENTION GRANT PROGRAM AND AUTHORIZING THE ACCEPTANCE OF ADDITIONAL GRANT FUNDS IN THE AMOUNT OF FOURTEEN THOUSAND SEVEN HUNDRED TWENTY SEVEN DOLLARS ($14,727.00) WHEREAS, Resolution No. 3957, passed December 19, 2005, approved the acceptance of grant funds in the amount of Twenty Eight Thousand Thirty Seven Dollars ($28,037.00) for the 2006 - 2007 Ecology Coordinated Prevention Grant program and authorized the Mayor and City Clerk to execute an interlocal agreement for said grant between the Department of Ecology and the City of Auburn; and WHEREAS, the Department of Ecology has increased the state grant share from $28,037 to $42,764, an increase of $14,727; and WHEREAS, the City's goal and the purpose of the grant is to increase business recycling participation and raise awareness of effective commercial waste reduction and recycling methods. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES AS FOllOWS: Section 1. The Auburn City Council does hereby accept the Washington State Department of Ecology offer of additional grant funds in the amount of FOURTEEN THOUSAND SEVEN HUNDRED SEVEN DOLLARS ($14,727) as reimbursement for the 2006 - 2007 Coordinated Prevention Grant Resolution No. 4058 July 10, 2006 Page 1 of 2 Program. The City Council authorizes the Mayor and City Clerk to execute Amendment No. 1 to the Grant Contract No. G0600160, which is attached hereto as Exhibit "A" and incorporated herein by this reference. Section 2. The Mayor of the City of Auburn is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this resolution. Section 3. If you find this grant amendment satisfactory, please have both copies signed by the appropriate authorized official and returned to this office. Cullen Stephenson, Program Manager for the Solid Waste and Financial Assistance Program, will then sign both copies and I will return an executed copy to you for your records. G0600160 BETWEEN STATE OF WASHINGTON DEPARTMENT OF ECOLOGY AND CITY OF AUBURN Purpose: To increase the state grant share of this grant by $14,727. This appropriation of funds will help the City of Auburn (RECIPIENT) to extend their commercial recycling outreach by creating Business Recycling Tool Kits. It is mutually agreed that the agreement is amended as follows: 1. The total maximum eligible cost for this agreement increases by $19,636 from $37,383 to $57,019. 2. The state grant share for this agreement increases by $14,727 from $28,037 to $42,764. 3. The following new Project 2, Busin,ess Recycling Tool Kits, will be added to the RECIPIENT's current Category A, Commercial Waste Reduction and Recycling. All other project information will remain in effect. a. Summary Description: the City of Auburn will create.a business recycling tool kit to be handed out to new businesses that start recycling. This kit will include recycling and waste prevention information, emphasizing local sites and recycling and waste prevention opportunities. Kits may be customized to fit the needs of a specific business. The tool kits may consist of, but are not limited to, materials such as: Commingled recycling instructions; Recycling labels and decals for the office, factory or warehouse; Resources for recycling different materials (wood, plastic film, scrap metal); How to start an office recycling program information; and Recycling tips and factoids for a successful recycling program. b. Goal Statement: The goal of this project is to increase business recycling participation in the City of Auburn and raise awareness of effective commercial waste reduction and recycling methods. c. Outcome Statement: Currently 835 of 1,408 (59%) Auburn businesses participate in the Auburn Business Recycling Program. Business Recycling Tool Kits will be distributed to 15% of new businesses (*86 businesses) that start a recycling program either with City's contracted hauler or an outside recycling vendor. *86 is 15% of the 573 Auburn businesses currently not recycling. d.
