Background Summary: On July 24, 2006 the Public Works Committee an the Planning and Community Development Committee reviewed a three party outside utility extension agreement involving the property owner, King County and the City of Auburn. During its review of the proposal the Public Works Committee inquired about the need to establish a fee for the subsequent review process envisioned under the agreement. That comment was communicated to the Planning and Community Development Committee when it considered the proposal. In forwarding a recommendation to the City Council to approve Resolution No. 4066, the Planning and Community Development Committee directed staff to bring a proposal to amend the City's fey: schedule forward concurrently with the agreement at the August 7, 2006 City Council meeting. That proposed fee would be brought to City Council through the Finance Committee. The three party outside utility extension agreement process will likely involve city review of the development proposal (prior to its submittal to King County), identification of city conditions, coordination with King County on the extent to which such conditions do or do not violate County standards of such conditions, and monitoring of the King County development review process. The fee should be related to this effort. (NOTE: The City already has a fee schedule to address civil review of the construction plans once they are submitted. This follows King County's approval of the plat.) Resolution No. 4070 proposes a base fee of $1,000 plus the City's actual costs in performing under the terms of the agreement to be negotiated. Staff would use factors such as the parcel size (acreage) and number of proposed lots of the proposed plat as the basis to estimate and negotiate the fee. That Section A (Planning & Land Use Fees, Application Fees) of the Fee Schedule for the City of Auburn, Washington, is amended to read as follows: A.
