Background Summary: Auburn Manor has had several line leaks including leaks within each mobile home unit. In addition, they had a malfunctioning meter which led to estimated usage. They have repaired all line leaks and those within each home, and have conducted a water system leak evaluation with an outside company which has determined all leaks have been repaired. In addition, a new meter has been installed. They are appealing through the process for additional sewer utility adjustment for past sewer and Metro charges paid of $27,910.92 for City sewer service and $93,166.15 of Metro charges. Auburn, W A 98001-4998 Re: Auburn Manor Mobile Home Park - Repair of Water Leaks Dear Ms. Coleman: Regarding Auburn Manor's request for a sewer leakage refund from King County Metro, you indicated in March 31, 2006 correspondence to me: You have stated that the park owners will correct the leakages noted on the December 20,2005, Leak Detective's report. With documented proof that all the required repairs have been made, we may then present your case back to the Public Works Committee for consideration'ofa City sewer refund.... I am pleased to inform you that all the leaks in the Park have been repaired. Attached is the December 20, 2005, The Leak Detectives report identifying main line, supplying side, and occupant side leaks. In response to this report, attached is a description of the water leaks corrective action, dated June 1, 2006, from Keith Paasch, Park Manager, describing that all the leaks have been repaired. This fact is confmned by a second professional water leak detection survey of the Park conducted by the Hughes Water and Sewer Utility Service Group reported on May 17,2006, (attached). They identified three additional leaks. Hughes May 12, 2006, follow-up document determined that the previously identified leaks were repaired. The report states: . The rmding of the fe-survey is that no leak noise was detected on any of the sites surveyed. We believe that all major le~(s) have been located ~d repaired. Not only have all the December 20, 2005, identified leaks been repaired, but Auburn Manor management has gone beyond this standard in identifying and repairing newly identified leaks. With Auburn Manor providing the requested documented proof, we are requesting that the City of Auburn proceed with the process for obtaining a sewer refund. Thank you for your consideration. February 27 Public, Works Committee meeting~ staff presented an update, on your utility account., The committee, reviewed the last correspondence to you on February 14~ 2006; they were, briefed on King County Metro's receptiveness to, an adjustment; and reviewed engineering's, analysis on the leakage. I am enclosing a copy of the leak analysis prepared by the City Utility Engineer. The bottom line, is, that approximately 33.3% of the leakage went into the sewer and the remainder went into the, ground. , Based on those percentages, the City calculates, a potential refund of approximately $27,910 for the, city sewer and $93,165 for King County Metro., Please. refer to. the 'summary ofbillings~ sheet provided to yo.u as an attachment to. our letter to you dated December 28, 2005., A1i noted in o.ur previous letter dated February 14,2006, Metro'a1ld the City require documentation that all the leaks have been repaired prior to. any adjustments.,. , We have also., submitted the first billing with the new water meter. The bill was dated 2/28/2006 with a reading of1588 ccf. The usage co.vers a period of23 days. The February 2001 reading which we have, been using for an estimate, was 2355 ccf. Test Reports from May 2005 to August 1971. +:. Mobile Home Park monthly consumption information for 2004 and the first quarter of 2005 developed by the Finance Department. .:. The meter was not functioning when tested on May 25, 2005 and was completely rebuilt. I _ .:. The meter tested accurately in the years 2001-2004. +:+ The ,Sfverage of three Mobile Home Parks showed consumptioh 72.6 hundred cubic feet (CCF) per year per u_nit based 011 water sales~__ .:. The average unit in the A~~urn Manor Park used 468:45 CCt=' based on 'water sales. +:. Assuming the three park ave~age is a valid consumption.rate for a typical unit, the water lost at Auburn Manor in 2004 was 395:85 CCF Rer un'it, or 49,877 CCF annually or 37,308,203 gallons annu<;llly. The resulting -leakage rate is 71 gallons per minute for the Park. _ +:. The survey showed approximately 75 leaks resulting in an average leakage rate of 0.94 gallons per minute per leak. .:. At the pressures at the Park, leakage of this magnitude would result from holes less than 1/8 inch in diameter. +:+ Soils in the area of the Park could absorb this magnitude of flows based on the design flows for the 37th Street SE infiltration facility at M Street SE. .:. The survey also showed that about two-thirds of the leaks were outside and not going into the sewer system and the other third were jnside. .:. The estimated annual outside leakage is therefore 33,252 CCF or 24,872,135 gallons. This should be the basis for any adjustment considered. Out instruments could have been picking up leak noise ftom the nearby trailer supply , lines or the connection between tho two. In several instances our investigations at the mobile homes in the immediate area show tbat to be a pOssibility. Below we have tried to show the locations of leaks located on the main line and the nearby mobile homes that bad an indication of a supply side leak. We feel it would be most efficient to do further locate work on the suspicious supply Jines before digging up the main. Leak #1 Starting at the valve for the hydrant on the SE comer of the communi1y building (near #21) and heading south 15 f~ it is in front ofJl.28 and marked with a blue "X" on the pavement. Medium leak. Leak. #2 Starting at the valve for the hydrant on the SW eomer(near #60) and heading north, there is Ii l6()..foot section that has multiple leak soundings. Note: there are several mobile homes in this area that show supply side leaks. It is possiblet as noted above, that some or all of our main Une soundings in this area may be picking up tho nearby supply line leaks.
