Background Summary: The City of Auburn received an application from James Hyatt to annex four parcels west of the intersection of 56th Avenue South and South 328th Street on West Hill. Attached is a map of the proposed annexation area. The area in yellow represents the existing city limits. The area within the red border represents the proposed annexation area. The proposed annexation area is approximately 8.5 acres and has a total assessed valuation of approximately $925,000. Single family homes are located on three parcels. Mr. Hyatt owns two of the four parcels in the proposed annexation area (King County Assessor Parcel Number 9262800320 and Parcel Number 9262800295) representing 55% of the total assessed valuation of the proposed annexation area. The proposed annexation area is located within the Lakehaven Utility Distriict, which would continue to provide water and sewer services if annexed into the City. The proposed annexation is Mr. Hyatt's second attempt to get his property annexed into the City. His first attempt included approximately 20 parcels located along South 328th Street from 51st Avenue South to 58th Avenue South. Mr. Hyatt's first attempt to annex his property did not get enough signed petitions from registered property owners to meet the 60% threshold for petition annexations. The proposed annexation of South 328th Street was circulated among City staff for review and comment. The only comment received was from the Police Department who noted that there is no "direct route" to get to the proposed annexation area from the city limits of Auburn without leaving the city to get back into the city. The County's offer was reviewed by the Public Works and the Planning and Community Development Committees on August 14, 2006. Since that time, the City has beem continuing its review of the County Executive's offer with the intent of developing a response. Staff recommends the denial of the annexation application because continued annexations at this time only makes the City's analysis of the existing PAA's infrastructure needs and related costs of service more difficult. The Planning and Community Development Committee reviewed the petition on August 28, 2006. The applicant was in attendance. The Planning and Community Development Committee concurred with the staff recommendation to reject the application and moved to forward the resolution to reject the application for annexation to the City Council Page 2 of 2 RESOLUTION NO. 4085 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, TO DECLINE THE ACCEPTANCE OF A TEN PERCENT ANNEXATION PETITION APPLICATION TO ANNEX CERTAIN PROPERTIES LOCATED IN KING COUNTY ADJACENT TO THE CITY'S WESTERN BOUNDARY WHEREAS, the City of Auburn, Washington, received a ten percent annexation petition application (City File No. ANX06-0008) to annex four parcels (King County Assessor's Tax Parcel Numbers 9262800295, 9262800320, 9262800332, 9262800324) of land located in King County adjacent to -the City's western boundary; and, WHEREAS, RCW 35A.14.120 requires the City Council to determine whether to accept, reject or modify the proposed annexation; and, WHEREAS, City staff reviewed the application for annexation and recommends the annexation be denied so as to not interfere with an analysis that is currently in -progress regarding a proposal from the King County E=xecutive pertaining to financial support from King County should the City annex its potential annexation areas.
