Background Summary: Resolution No. 4095 appropriates Federal Highway Administration STP -Ll funds in the amount of $150,000 for the completion of the A Street SW Loop Improvement, Project No. PR529F. This grant requires local matching funds in the amount of $23,410. These funds are already included in the 2006 budget for this project. This project will complete the construction of a new roadway connection between S. Division Street and A Street SW south of 3rd Street SW and is the final phase of the 3rd Street SW Grade Separation project. In addition, this project also completes the looping of the water system between Division and A Street SW. PR529F, A STREET SW LOOP IMPROVEMENTS WHEREAS, the City of Auburn is completing construction of roadway improvements on `A' Street SW and S Division Street south of 3`d Street SW; and WHEREAS, the City has been awarded a Federal Highway Administration STP -U grant in the amount of $150,000 with a required local funding match amount of $23,410 (13.5%), and WHEREAS, the Washington State Department of Transportation is a State agency responsible for the administration of Federal Highway Administration funds for transportation projects; and WHEREAS, it is in the best interest of the City to use federal monies to finance capital improvements to the transportation system. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1. The Mayor and City Clerk are hereby authorized to execute a Supplemental Local Agency Agreement between the City and Washington Resolution No. 4095 September 6, 2006 Page 1 State Department of Transportation for the obligation of additional Construction Phase funds in the total amount of $150,000, in substantial conformity with the agreement attached hereto, marked as Exhibit "A" and incorporated herein by this reference. In addition, the Mayor and City Clerk are hereby authorized to execute any necessary supplemental agreements for the project up to the total amount of the grant and matching funds of $694,699.00. Section 2. That the Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 3.
