City Council adopt Resolution No. 4100 to reject the ten (10) percent application for annexation.
Background Summary:
The City of Auburn received an application requesting the annexation of approximately twelve (12) acres
consisting of one parcel owned by the applicant (3.63 acres) and five (5) parcels owned by King County
(8.4 acres). The proposed annexation area is located north of the city limits on Lea Hill. Attached is a
map illustrating the proposed annexation area.
The annexation was initiated by Mr. Charles Brown, who owns King County Assessor's Parcel #
3339400315. Several parcels owned by King County lay between Mr. Brown's property and the city
limits. All of the properties within the proposed annexation area are unimproved. The proposed
annexation area has a total assessed valuation of approximately $433,000. Mr. Brown's parcel
represents approximately 22% of the total assessed valuation.
The proposed annexation was circulated among City staff for review and comment. The Fire Department
commented:
"This area would receive similar services as the areas of the City it abuts. Additionally, as
development continues and the area conforms to City standards, access and the water supply will
only improve."
No other comments were offered by City staff.

On August 7, 2006, the City of Auburn received a letter from the King County Executive outlining the
County's offer of financial support should the City annex both the Lea Hill and West Hill Potential
Annexation Areas (PAA's). The County's offer was reviewed by the Public Works and the Planning and
Community Development Committees on August 14, 2006. Since that time, the City has been continuing
its review of the County Executive's offer.. Staff recommends the denial of the annexation petition
application because continued annexations at this time only makes the City's analysis of the existing
PAA's infrastructure needs and related costs of service more difficult.
The Planning and Community Development Committee considered the ten (10) percent application for
annexation at its September 25, 2006 meeting. The Planning and Community Development Committee
concurred with the staff recommendation to deny the application at this time and moved to forward the
resolution to reject the application to the City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, TO DECLINE THE ACCEPTANCE OF
A TEN PERCENT ANNEXATION PETITION APPLICATION TO
ANNEX CERTAIN PROPERTIES LOCATED IN KING COUNTY
ADJACENT TO THE AUBURN CITY LIMITS
WHEREAS, the City of Auburn, Washington, received a ten percent
annexation petition application (City File Number ANX06-0009) to annex
approximately twelve (12) acres (King County Assessor's Tax Parcel Numbers
3339400315, 3339400541, 3339400542, 3339400545, 3339400546 and
3339400547) of land located in King County adjacent to the Auburn city limits,
and
WHEREAS, RCW 35A.14.120 requires the City Council to determine
whether to accept, reject or modify the proposed annexation, and
WHEREAS, City staff reviewed the application for annexation and
recommends the annexation be denied so as to not interfere with an analysis that
is currently in -progress regarding a proposal from the King County Executive
pertaining to financial support from King County should the City annex its
potential annexation areas.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED DOES
HEREBY RESOLVE THAT:
Section 1. The City of Auburn hereby declines to accept the ten (10)
percent petition application for the annexation of land identified as King County

Assessor's Tax Parcel Numbers 3339400315, 3339400541, 3339400542,
3339400545,3339400546 and 3339400547.
Section 2. In accordance to RCW 35A.14.120, the City Council's action
on this resolution is final and not subject to appeal.
Section 3. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.
Section 4. This resolution shall take effect and be in full force upon
passage and signatures thereon.

NOTE: Proposed one single family residence 30 x 100 with 10
foot side yard set back (SE 312th St. side) and 25 foot front yard set
back (112th Ave SE side). Approximate address is 31058 112th Ave
SE. Existing 20 x 200 foot gravel drive access on unimproved
112111 Ave SE (this portion of the dedicated right-of-way is only 30
feet wide) from SE Lea Hill Rd to the corner of the property where
the access will turn into the property. Both 312th SE running along
the south side of the property and 112 Ave SE along the eastern
side of the property are unimproved and it is unlikely that either
streets will be improved due to step grades along the south edge of
the property and sensitive areas beyond the subject property.
