Administrative Recommendation:
City Council award Contract 06-121, Project Number C327AO, Auburn Golf Course Clubhouse, to Briere
& Associates, on their low bid of $2,203,059 (including Additive Bid Items #1-3), plus Washington State
sales tax of $ 193,870, for a total contract price of $ 2,396,929.
Background Summary:
This is a project to construct a new clubhouse and restaurant at the City's Auburn Golf Course. The
contract to be awarded provides the major portion of construction of the building involved. Separate
efforts and contracts will be providing for extension of major utilities to the site, preparation of the site for
the construction, demolition of the existing building on the site, and installation of parking, landscaping,
and other site improvements.
Four bids were received (see the attached bid tabulation form), with a range of $2,193,000 - $3,618,153
for the Base Bid before tax. The low bid was within 5% Of the A&E estimate for this portion of the work,
and well within available contingency funds for the construction.
The $10,059 additional cost for the additive bid items represent a very good value, and it is strongly
recommended by the Architect and the Project Management Consultant, that those items be included in
the award. Specifically they would provided a high quality underlayment for the metal roof, painting of the
concrete walls in the basement, and a higher level of waterproofing for the basement walls below grade,
all significant improvements to the basic building.
