Public Hearings 1. 2006 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant Program* (Norman/Davolio) 03.4.1.7, F5.4.3 The CAPER is an overall review of housing and community development activities undertaken in Auburn during 2006. Its primary purpose is to inform the citizens of Auburn how and where the federal funds are spent, and assess the program accomplishments as they relate to housing and community development goals set forth in the Consolidated Plan.
