Sahli Construction on their low bid of $420,000 (including Bid Items #1 - #3), plus Washington State sales tax of $37,380 for a total contract price of $457,380, plus add Alternate #1 in the amount of $15,000. Background Summary: At their April 2nd meeting, Council granted permission to solicit bids for the renovation of the soccer fields at Game Farm Park from the current dirt/clay fields, which will be demolished, and will be replaced with fields covered in synthetic turf. This is a two-phase project, divided into the preparatory earthwork and the installation of the turf material. Contract 07-04 covers the earthwork, the major part of the work which includes installation and all associated grading and sub-grade preparation of the grounds for the turf installation; as part of the preparation, it also includes the installation of drainage and permeable base rock, concrete curbing, asphalt surfacing and a chain link fence. Six bids were received (see the attached bid tabulation form), with a range base bid range of $$420,000 - $592,490 before tax. The low bid was 5% below the A&E estimate for this portion of the work. The additional $15,000 cost for the additive bid item represents a very good value, and it is strongly recommended by the Architect and the Project Manager, that this item be included in the award. Specifically, it would provide a safety netting fence and a significant improvement to the fields.
