Background Summary:
The City of Auburn adopted amendments to its Comprehensive Plan in 1995 in response to the
Washington State Growth Management Act (GMA) requirements, as amended. The Auburn
Comprehensive Plan has been amended annually each year since then.
State law limits amending a Comprehensive Plan to once a year. However, pursuant to RCW
36.70A.130, amendments may be considered more frequently than once per year under certain
circumstances. An amendment of the capital facilities element of a comprehensive plan that occurs
concurrently with the adoption or amendment of a city budget may occur more than once per year. The
proposed capital facilities plan amendment is being processed concurrently with a budget amendment.
The proposed capital facilities plan amendment entails adding Project No. CP0639, titled Fire Station
Relocation, to the Six-Year Capital Facilities Plan (CFP).
Comprehensive plan amendments are initially reviewed during a public hearing process before the City
of Auburn Planning Commission, who then provides a recommendation to the City Council for final
action. City Council consideration and action on the amendments will occur prior to the end of this year.
The Planning Commission held a public hearing on May 8, 2007 and recommended approval of the
Capital Facilities Plan amendment, Project No. CP0639.

A. Findings of Fact
1. RCW 36.70A.130 (Washington State Growth Management Act (GMA)) provides for
amendments to locally adopted GMA comprehensive plans. Except in limited circumstances
provided for in State law, comprehensive plan amendments shall be considered by the city
or county legislative body no more frequently than once per year. This amendment meets
the criteria for amending the comprehensive plan more than once per year.
2. The proposed CFP amendment is being processed concurrently with an amendment to the
City of Auburn Budget.
3. The City of Auburn issued an addendum to the Determination of Non-Significance (SEP06-
0024), issued for the 2007-2012 Capital Facilities Plan, on April 20, 2007.
4. A public hearing notice was published in the Seattle Times, the city's official newspaper, on
April 27, 2007 meeting the required minimum 10 days prior to the public hearing for notice.
5. The proposed CFP amendment has been sent to the Washington State Department of
Community, Trade, and Economic Development for the required 60-day state review on
April 13, 2007. Staff requested expedited review to meet the schedule of the budget
amendment.
6. The 2007-2012 Capital Facilities Plan was adopted by the Auburn City Council on
November 20, 2006, by Ordinance No. 6064.
7. The Planning Commission held a public hearing on May 8, 2007.
8. The following report identifies the proposed amendment to the CFP before the City Council
for approval along with Planning Commission's recommendation.
Capital Facilities Amendment - Proiect No. CP0639
The proposed CFP amendment involves the additional of Project No. CP0639 titled Fire Station
Relocation.
Discussion
This project entails the study of fire station needs for the Valley Regional Fire Authority (VRFA)
but specifically for fire station relocation to 4910 A Street SE. The VRFA is a fire authority that
includes the cities of Auburn, Pacific, and Algona.
The City of Auburn implemented fire impact fees in 2006. In order to utilize impact fees for a
project, that project must be incorporated into the city's capital facilities plan. Since the fire
relocation study was not part of the 2007-2012 CFP adopted by the City Council in December
2006, an amendment is necessary. As mentioned above under the findings of fact, an
amendment to the capital facilities element may occur more frequently than one a year,
however the amendment must run concurrently with a city budget amendment. Auburn will be
processing the budget amendments July 2007. The CFP amendment will be submitted to the
City Council at the same time.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, RELATING TO PLANNING; ADOPTING AN
AMENDMENT TO THE 2007-2012 CAPITAL FACILITIES PLAN
PURSUANT TO RCW 36.70A.130
WHEREAS, the City of Auburn on August 18, 1986 adopted a Comprehensive
Plan by Resolution No. 1703 which includes a Map establishing the location of the
Comprehensive Plan Land Use Designations throughout the City; and
WHEREAS, on April 17, 1995 the City of Auburn adopted Comprehensive
Plan Amendments by Resolution No. 2635 to comply with the Washington State
Growth Management Act; and
WHEREAS, the City of Auburn on September 5, 1995 reaffirmed that action
by Ordinance No. 4788; and
WHEREAS, Comprehensive Plan map and text amendments were processed
by the Planning, Building, and Community Department in which the 2007-2012
Capital Facilities Plan was included; and
WHEREAS, the environmental impacts of the amendment to the Capital
Facilities Plan were considered in accordance with procedures of the State
Environmental Policy Act; and
WHEREAS, the proposed amendment was transmitted to the Washington
State Office of Community Development and other State agencies for the 60 day
review period in accordance with RCW 36.70A.106; and

WHEREAS, amendments to the Capital Facilities Plan may be made outside
the annual amendment limit pursuant to RCW 36.70A.130 if in conjunction with a
budget amendment; and
WHEREAS, after proper notice published in the City's official newspaper at
least ten (10) days prior to the date of hearing, the Auburn Planning Commission on
May 8, 2007 conducted public hearings on the proposed amendment; and
WHEREAS, at the public hearing the Auburn Planning Commission took
public testimony, evidence and exhibits into consideration; and
WHEREAS, thereafter the Auburn Planning Commission made
recommendations to the City Council on the proposed amendment to the 2007-2012
Capital Facilities; and
WHEREAS, on July 2, 2007, the Auburn City Council considered the
proposed amendment to the 2007-2012 Capital Facilities Plan as recommended by
the City of Auburn Planning Commission.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. The amendment to the 2007-2012 Capital Facilities Plan is
herewith adopted and approved as set forth in Exhibit "A" attached hereto and
incorporated herein by reference and it is herewith directed that they be filed along
with this Ordinance with the Auburn City Clerk and be available for public inspection.
Section 2. The amendment to the 2007-2012 Capital Facilities Plan modifies
the Comprehensive Plan adopted on November 20, 2006 by Ordinance No. 6064.

Section 3. The Comprehensive Plan and amendment are herewith
designated as a basis for the exercise of substantive authority under the Washington
State Environmental Policy Act by the City's responsible environmental official in
accordance with RCW. 43.21 C.060.
Section 4. If any section, subsection, sentence, clause, phrase or portion of
this Ordinance or the amendment to the 2007-2012 Capital Facilities Plan adopted
herein, is for any reason held invalid or unconstitutional by any Court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent
provision, and such holding shall not affect the validity of the remaining portions
thereof.
Section 5. The Mayor is hereby authorized to implement such administrative
procedures as may be necessary to carry out the directions of this legislation to
include incorporating into one document the amended 2007-2012 Capital Facilities
Plan and preparing and publishing the amended Capital Facilities Plan.
Section 6. This Ordinance shall take effect and be in force five days from
and after its passage, approval, and publication as provided by law.
