Administrative Recommendation:
City Council reject all bids for Contract 06-10, Project Number C523A, 2006 Storm Pond Improvements.
Background Summary:
The purpose of the project is to provide aesthetic landscape improvements and engineering
improvements to two existing storm drainage detention facilities, providing improved function and visual
enhancement. See the attached Vicinity Map.
', This project solicited bids under the small works roster process on July 17, 2007, and received only one
bid. Per ACC 3.12.022 (Disqualification of Bidders), staff is recommending City Council reject all bids due
to the following:
1) The lowest responsible bid is deemed not to be the best price obtainable; and
2) Insufficient competition.
In addition, the final Engineer's Estimate exceeds the $200,000 threshold to allow a small works roster
process on this project. Construction of this project is not time sensitive, and repackaging and re-bidding
the project may provide more competitive bids under a formal call for bids.
