Background Summary:
On June 4, 2007, the City Council adopted Resolutions 4197 and 4198 expressing support for the Lea Hill
and West Hill Annexations which will be before the voters of the Lea Hill and West Hill annexation areas
on the August 21, 2007 primary election.
Pursuant to the parameters of RCW 42.17.130, the City Council wishes to restate and clarify its support
for the annexations and that they are supported and seen as favorable to the City based upon the current
state and King County financial incentives. Resolution No. 4221 expresses the Council's support for the
annexations insofar as the annexations trigger the state and county incentives that would allow the City to
cover the costs involved in serving the new annexation areas.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, STATING THE CITY COUNCIL'S
SUPPORT FOR THE ANNEXATION PROPOSITIONS FOR
THE LEA HILL ANNEXATION AND THE WEST HILL
ANNEXATION INTO THE CITY OF AUBURN WHICH
PROPOSITIONS ARE ON THE AUGUST 21, 2007 BALLOT
FOR THE VOTER'S RESIDING IN THE ANNEXATION
AREAS
WHEREAS, on the 16th day of April, 2007, the City Council of the City of
Auburn, Washington, passed Resolution Numbers 4176 and 4177, calling for special
elections to be held in connection with the primary election on August 21, 2007, at
which election the question of annexation shall be presented to the voters of the Lea
Hill and West Hill Annexation Areas, respectively as authorized by RCW 35A.14.085;
and
WHEREAS, on June 4, 2007, the City Council further passed its Resolution
Numbers 4197 and 4198 expressing support for the Lea Hill and West Hill
Annexations in accordance with RCW 42.17.130; and
WHEREAS, in connection with these two annexation measures, and the fact
that they present significant potential annexations to the City which if successful
would add approximately 15,000 people to the City's population (10,500 from the Lea
Hill annexation and 4,500 from the West Hill annexation); and
WHEREAS, pursuant to the parameters of RCW 42.17.130, the City Council
wishes to restate and clarify its support for the annexations within the below stated
parameters; and

WHEREAS, in addition to the sentiments expressed in said Resolution
Numbers 4197 and 4198, the City Council wishes to make its position clearly
understood with respect to these annexations, that they are supported and seen as
favorable to the City based upon the current state and King County financial
incentives; and
WHEREAS, it is important to the Mayor and City Council that the new
annexations to the City not unduly impact and burden the current residents of the City
of Auburn in order to pay for the added costs of the annexation areas; and
WHEREAS, if the annexation elections are successful at this time, the
financial incentives available to the City, including one-time contributions from King
County with an amount of one million seven hundred fifty thousand dollars
($1,750,000.00) and a share of the State's sales tax in the amount of one tenth of
one percent of the sales tax collected within the City for a period of ten years would
be provided to the City to allow the City to cover the costs involved in serving the new
annexation areas; and
WHEREAS, these financial incentives are one-time incentives, and there is no
anticipation that they would be renewed or offered in future years; and
WHEREAS, as with the financial constraints facing King County whereby it
would have an increasingly more difficult time providing the same levels of service to
the proposed annexation areas if the annexations are not successful, without these
one-time financial incentives for the City of Auburn to annex these areas, the City
Council cannot afford to provide necessary services for these annexation areas
without unduly impacting and increasing costs to its existing residents; and

WHEREAS, the City Council wishes to clarify its support for the annexations of
Lea Hill and West Hill in light of the above-mentioned constraints.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
HEREBY resolves as follows:
Section 1. That the City Council of the City of Auburn expresses its support
for the annexation propositions coming before the voters of the Lea Hill Annexation
Area and the West Hill Annexation Area (each entitled Proposition 1 in each of the
respective annexation areas) at the August 21, 2007, primary election insofar as
these annexations trigger the state and county incentives.
Section 2. That the Mayor is authorized to implement such administrative
procedures as may be necessary to carry out the directives of this legislation.
Section 3. That this Resolution shall take effect. and be in full force upon
passage and signatures hereon.
