Background Summary: The City received a state funded Pedestrian and Bicycle Safety grant through the Washington State Department of Transportation in the amount of $325,000 to design and construct a midblock crossing on Auburn Way North near 28th Street. This grant does not require a financial match, but the City has agreed to provide public education through media outlets and an enforcement activity for the new crossing. The grant will fund a midblock crossing with: 1. A pedestrian activated signal to stop traffic; 2. A median island refuge with railings to safeguard against crashes; 3. Crosswalk striping and truncated dome warning strips; 4. Advance warning signage; and 5. Lighting. After the grant was awarded, the City became aware that Sound Mental Health, formerly located on 28~h Street NE near Auburn Way North, was relocating to Auburn Way North in the vicinity of 42"d Street. Sound Mental Health is a major generator of pedestrian traffic and transit ridership. Due to their relocation, the City would prefer to construct the crossing on Auburn Way North in the vicinity of 42"d Street. The City has submitted a request to the Washington State Department of Transportation to move the location of the crossing and is waiting for a final decision. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Resolution No. 4237 September 4, 2007 Page 1 Section 1. That the Mayor is hereby authorized to accept the Washington State Department of Transportation grant for $325,00 to design and construct amid-block crossing on Auburn Way North in the vicinity of either 28th Street or 42"d Street. Section 2. That the Mayor is authorized to implement such other administrative procedures as may be necessary to carry out the directives of this legislation. Section 3.
