Background Summary: ' The Parks, Arts, and Recreation Department is requesting permission to apply for a grant from the State of Washington Youth Athletic Facilities (YAF) Program. This program is under the umbrella of the state's Recreation and Conservation Funding Board (RCFB), formerly the IAC. We currently have $175,000 in the 2007-2012 Capital Facilities Plan budge; we would be asking the state for $75,000 to light additional fields at Brannan Park. The current lighting at Brannan Park Field #2 was installed in 1972 and the light poles have reached the end of their useful life. Field #3 currently has no lights. The project funding would replace the existing lights on No. 2 and add new lights to Field No. 3, which would increase the usage of both fields. The addition of lights to Field 2 also benefits lighting Field 3 economically because poles between the fields can be mounted with lights for both fields. Anew mound would be installed at 54 feet from home plate on Field 3, accommodating league play on that field. Currently there are 1,056 hours of available playing time on the fields; the proposed improvement will increase that number by 458 hours, or 43%. This addition could accommodate over 53 teams, representing 770 players, in a number of youth sports leagues as well as adult softball. The lights are "green" in design and provide energy savings of more than 50% over our current system. They include monitoring and remote control services for field management. The proposed light system also minimizes the spill and glare light going into the surrounding neighborhood by 50°/a, and include a 10-year maintenance-free contract, with every bulb being replaced at the end of the 10-year contract. Staff requests that Council permit staff to apply for this grant. If received, sports teams will enjoy additional playing time on fields, the system is more energy and cost efficient, and the design is more considerate of the neighbors in the vicinity of the park. Page 2 of 2 RESOLUTION NO. 4 2 6 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING APPLICATION(S) FOR FUNDING ASSISTANCE FOR A YOUTH ATHLETIC FACILITIES (YAF) PROGRAM PROJECT TO THE RECREATION AND CONSERVATION FUNDING BOARD (RCFB) AS PROVIDED IN CHAPTER 79A.25 RCW: PROJECT NAME - BRANNAN PARK LIGHTING OF FIELDS TWO AND THREE WHEREAS, under the provisions of YAF, state funding assistance is requested to aid in financing the cost of property acquisition and/or facility development; and WHEREAS, our organization considers it in the best public interest to complete the project described in the application; NOW, THEREFORE, THE CITY COUNCIL OF AUBURN, WASHINGTON, HEREBY RESOLVES THAT: Section 1. The ,Mayor be authorized to make formal application to RCFB for funding assistance. Section 2. Any funding assistance received shall be used for implementation of the project referenced above. Section 3. The City of Auburn hereby certifies that its share of project funding is committed and will be derived from the 2007-2012 Capital Improvement Budget. Section 4. The City of Auburn acknowledges the responsibility for supporting all non-cash commitments to the sponsor share should they not materialize; Section 5. The City of Auburn acknowledges that any facility developed with RCFB financial aid must be placed in use as an outdoor recreation facility and be Resolution No. 4267 November 13, 2007 Page 1 retained in such use for a minimum of 20 years from final reimbursement unless otherwise provided and agreed to by our organization and RCFB. Section 6. This resolution becomes part of a formal application to RCFB. Section 7. The City of Auburn has provided appropriate opportunity for public comment on this application. Section 8.
