CALL TO ORDER Chairman Gene Cerino called the meeting to order at 5:00 p.m. in Conference Room No. 3 located on the second floor of Auburn City Hall, 25 W. Main Street, Auburn. Committee Members present included: Chair Cerino, Vice Chair Bill Peloza and Councilmember Lynn Norman. Staff members present included: Chief of Police Jim Kelly, Deputy Chief of Police Bob Lee, Airport Manager Jamelle Garcia, Finance Director Shelley Coleman, Asst. Finance Director Shawn Hunstock, Parks Director Daryl Faber, Project Manager Paul Berry, Development Services Coordinator Steve Pitcher, HR/Risk Management Director Brenda Heineman, Mayor Pete Lewis and City Attorney Dan Heid. Also present were: Virginia Haugen, Council elect; Randy Hall and Don Barclay of Reid Middleton; and Robert Whale of the Auburn Reporter. II. AGENDA MODIFICATIONS Modifications were: removing Resolution No. 4261 from Agenda; add the following to Discussion Items: V.H Utility Account Reduction V.I Ordinance No. 6121 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ANNEXING an unincorporated area in King County, Washington, of approximately 2,096 acres contiguous to the corporate limits of the City KNOWN AS THE "LEA HILL ANNEXATION AREA" OF THE CITY OF AUBURN, effective January 1, 2008, SUBJECT TO ANNEXATION INCENTIVE ELIGIBILITY V.J Ordinance No. 6122 An Ordinance of the City Council of the City Of Auburn, Washington, annexing an unincorporated area in King County, Washington, of approximately 1,215 acres contiguous to the corporate limits of the City known as the "West Hill Annexation Area" of the City of Auburn, effective January 2, 2008, subject to annexation incentive eligibility. III. CONSENT ITEMS A. Approval of Minutes 1. Minutes of the November 5, 2007 Municipal Services Committee meeting. Vice Chair Peloza moved and Member Norman seconded to approve the minutes of the November 5, 2007 meeting. MOTION CARRIED UNANIMOUSLY. 3-0 B. Contract Administration 1. Final Pay Estimate CO NO 7-12 This is payment for the emergency structural repairs to the Auburn Avenue Theater. Vice Chair Peloza moved and Member Norman seconded to approve payment on CO NO 7-12. MOTION CARRIED UNANIMOUSLY. 3-0 2. Project No. C310A0 City Council approve Change Orders No. 1, 2 and 3 to Contract 06-15, Project Number C310A0, Veteran's Memorial Building, to Flag Construction, increasing contract cost including sales tax by $42,055.44 for a total contract price of $ 488,135.44; and City Council approve a project increase of $64,500 from Fund 328 REET 1 Project Manager Paul Berry explained that these changes were a result of project completion delay. Vice Chair Peloza moved and Member Norman seconded to approve Change Orders No. 1, 2 and 3 to Contract 06-15, Project Number C310A0. MOTION CARRIED UNANIMOUSLY. 3-0 IV. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6129 Municipal Services Minutes November 19, 2007 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 10.36.191, 10.36.240, 10.36.265, 10.36.270, and 10.36.360 of the Auburn City Code and adopting new Sections 10.36.261, 10.36.262 and 10.36.263 of the Auburn City Code relating to parking in the City of Auburn. Police Chief Kelly advised that this Ordinance had been reviewed and approved by the Planning and Community Development Committee the previous week. Vice Chair Peloza moved and Member Norman seconded to approve Ordinance No. 6129. MOTION CARRIED UNANIMOUSLY. 3-0 V. INFORMATION/DISCUSSION ITEMS A. Ordinance No. 6131 An Ordinance of the City Council of the City of Auburn, Washington, authorizing the levy of regular property taxes by the City of Auburn for collection in 2008 Mayor Lewis pointed out that a designated amount of the levy would be devoted to the Save Our Streets Program. By consensus the committee forwarded the Ordinance to the Finance Committee with their support. B. BA#* 2008 Mid Biennial Correction No discussion. C. Airport Rental Rate Changes Manager Garcia reviewed the present and proposed Airport Rental Rates. The changes would affect Storage Rows 2-7 which are small storage units, not big enough for planes. He also distributed hangar rates comparison chart. D. Resolution No. 4266 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute amendment No. 2 to Agreement for professional services AG-C-286 between the City of Auburn and Harris & Associates, Inc. Manager Berry advised that this would cover additional fees for additional tasks that were assigned. E. Public Restrooms Municiaal Services Minutes November 19, 2007 Chair Cerino has introduced this proposal to the Planning Committee and they are obtaining cost estimates. They will be looking for a facility that will be connected with a local business that would maintain the facilities. Legal is researching the liability questions. F. Airport Taxiway Randy Hall and Don Barclay from Reid Middleton explained that the current 2 parallel taxiways do not meet Federal requirements. They are revising the taxiways to bring them into compliance. The showed the three options that they had devised and demonstrated why their choice was the best option. This option will provide the necessary 240 feet of separation and will adequately serve airport operations for the next 10 years. Mr. Hall and Mr. Barclay are also working with Manager Garcia to coordinate airport operations during construction. G. Matrix 10-P Chief Kelly announced that the red light cameras were installed and activated at the Chinook and Dick Scobee schools. Citations were validated commencing 11/14/07. Next phase will be evaluation intersections for camera installation. H. Utility Account A customer is disputing charges for "extra" garbage pickup. By consensus committee gave support to the proposal of reducing the fee by approximately 50% and sent it to be brought before Finance Committee. I. Ordinance No. 6121 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ANNEXING an unincorporated area in King County, Washington, of approximately 2,096 acres contiguous to the corporate limits of the City KNOWN AS THE "LEA HILL ANNEXATION AREA" OF THE CITY OF AUBURN, effective January 1, 2008, SUBJECT TO ANNEXATION INCENTIVE ELIGIBILITY Mayor Lewis addressed both Ordinance 6121 and Ordinance 6122. He advised the census report will be complete by 12/31 /07. The added language in the revision clarifies the Ordinance was only in effect if the city received verifications from the Office of Financial Management. If the incentives are not in place, ordinances are null and void. VICE CHAIR PELOZA MOVED AND MEMBER NORMAN SECONDED TO FORWARD ORDINANCE NO. 6121 WITH REVISED LANGUAGE TO COUNCIL FOR APPROVAL. Ordinance No. 6122 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ANNEXING an unincorporated area in King County, Washington, of approximately 1,215 acres contiguous to the corporate limits of the City KNOWN AS THE "WEST HILL ANNEXATION AREA" of the City of AUBURN, EFFECTIVE JANUARY 1, 2008, SUBJECT TO ANNEXATION INCENTIVE ELIGIBILITY Please see discussion under Ordinance No. 6121. VICE CHAIR PELOZA MOVED AND MEMBER NORMAN SECONDED TO FORWARD ORDINANCE NO. 6122 WITH REVISED LANGUAGE TO COUNCIL FOR APPROVAL. MOTION CARRIED UNANIMOUSLY. 3-0 VI.
