CITY COUNCIL
SPECIAL MEETING MINUTES
November 20, 2007 7:00 PM
A. Flag Salute
Mayor Lewis called the special meeting to order at 7:00 p.m. and
led those in attendance in the Pledge of Allegiance. The purpose
of the meeting was to conduct a hearing on proposed zoning for
the Lea Hill Annexation Area and the West Hill Annexation Area.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Gene Cerino, Bill Peloza, Roger Thordarson and
Lynn Norman. Mayor Pro Tem Singer and Councilmember Nancy
Backus were excused.
Staff members present included: City Attorney Daniel B. Heid;
Senior Planner Elizabeth Chamberlain; Planning, Building and
Community Director Cindy Baker; Planner Stacey Borland; Public
Works Director Dennis Dowdy; and City Clerk Danielle Daskam.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearing
Mayor Lewis explained the incentives that led the City to propose
the annexation of the Lea Hill and West Hill areas. Mayor Lewis
stated that the annexations will be contingent upon meeting the tax
incentive threshold.
Mayor Lewis modified the agenda so that the hearing on REZ07-
0003, the West Hill Annexation Area Proposed Zoning, could be
heard first to accommodate the smaller group of West Hill residents
in attendance.

1. Application Number REZ07-0002: Lea Hill Annexation
Area Proposed Zoning
The City of Auburn is proposing certain zoning designations
for the Lea Hill Annexation Area in anticipation of an
effective date of January 1, 2008. Specifically, the City
proposes LHRS for the urban separator, LHR-1 for the
majority of Lea Hill, LHRMHP for manufactured home parks,
LHR4 for existing multi-family, LHP1 for public facilities, and
Light Commercial (LHC1) at the intersection of 124tH Avenue
SE and SE 304tH Street and at the intersection of 132"d
Avenue SE and SE 304tH Street.
(For clarification purposes, the following portion of the
meeting was conducted immediately following Item II.A.2 of
these minutes.)
Senior Planner Chamberlain presented the staff report for
Application No. RE~07-0002, utilizing PowerPoint slides.
The City's purpose for pursuing annexation of the Lea Hill
area is to: manage growth within the annexation area, retain
and enhance the single family residential character in the
annexation areas, limit the amount of multi-family
development on Lea Hill, and look for some small
opportunities for some additional commercial on Lea Hill.
Ms. Chamberlain explained that there are two zoning options
proposed for Lea Hill. Ms. Chamberlain highlighted the
changes in the proposals since their presentation at the
October 16tH hearing:
• LHR4 - SE 312tH and 124tH, where existing multi
family developments already exist
• Public designation for the Hazelwood Community
Center
• Public designation for the existing fire station located
at 312tH and 124tH
• Commercial zone for island parcel at SE 304tH and
132"d and two parcel adjacent to island parcel
Councilmember Wagner inquired regarding zoning the
parcel southeast of the proposed commercial areas at 304tH
and 132"d commercial as well. Senior Planner Chamberlain
advised that approximately three-quarters of the parcel is
located in the urban separator. She explained further that

when the urban separator was established, part of SE 304tH
did not exist. Ms. Chamberlain agreed to look into the
possibility of designating the parcel across from the triangle
as commercial.
Senior Planner Chamberlain continued her review of the
changes in the proposals since their presentation at the
October 16tH hearing:
• Option 2 proposes LHR3 for Auburn Hills MHP and
College Place MHP; the third mobile home park
would be zoned LHRMHP
In response to a question from Councilmember Wagner, City
Attorney Heid responded that any liability resulting from the
closure of a mobile home park would reside with the
property owner.
Mayor Lewis opened the hearing on Application REZ07-
0002 at 7:36 p.m.
Lisa McKenzie, 12281 SE 311tH, Auburn
Ms. McKenzie expressed concern with the proposed
commercial zone at 312tH and 124tH. She spoke in favor of
maintaining the property as residential.
Michael Pratum, 30510 122"d Place SE, Auburn
Mr. Pratum submitted a letter from Mike and Debbie Pratum
dated November 20, 2007 and additional correspondence
from Ron .Novak, 29226 118tH Avenue SE in Auburn. Mr.
Pratum expressed opposition to commercial development at
304tH and 124tH. Mr. Pratum requested that the City address
the traffic corridor issues with 312tH Street/Lea Hill/8tH Street,
reject commercial development at 304tH and 124tH, restrict
apartment construction on Lea Hill, reject apartment zoning
for the mobile home parks, allow additional growth of the
existing fire station, and establish a police substation on Lea
Hill.
Michael Robinson, 12519 SE 301St Place, Auburn
Mr. Robinson expressed opposition to a light commercial
zone in the area of 304tH and 124tH. Mr. Robinson spoke in
favor of a police substation on Lea Hill. Additionally, Mr.
Robinson submitted correspondence from Michael G.

Robinson dated November 20, 2007 and correspondence
from Layne and Kristy Lommen dated November 20, 2007.
Cory Cunningham, 30215 127t" Place SE, Auburn
Mr. Cunningham stated that he lives in Vintage Hills. He
expressed opposition to commercial development in the
area of 124t" and 301St
Rudy Terry, 31011 132"d Avenue SE, Auburn
Mr. Terry referenced his letter submitted previously. Mr.
Terry stated that his property is currently zoned as R6 by the
County. He pointed out his property on the map. He
requested that his property, and that of five other families,
retain zoning equivalent to King County R6 zoning. He
stated that all of the property surrounding his parcel is built
out as R6 or R8. Mr. Terry requested that the City zone his
property R2.
Nicole Patrino-Salter, 31021 132nd Way SE, Auburn
Ms. Patrino-Salter supported Mr. Terry's comments earlier
and requested that her property and five other families'
properties, consisting of approx 14.67 acres, retain zoning
similar to the existing King County zoning of R6. She stated
that the properties adjacent to her property have already
been developed as R6 or R8, although the City's proposed
zoning map illustrates the adjacent properties as R1.
Roger Gillette, 124t" Avenue SE, Auburn
Mr. Gillette spoke against proposed commercial zoning at
304t" and 124t" due to the additional traffic and noise it
would create. Mr. Gillette noted that the apartments
currently under construction near the fire station are being
constructed in a commercial zone and suggested they be
designated as multi-family.
Susan Hauck, 31110 129t" Avenue SE, Auburn
Ms. Hauck spoke in favor of retaining the County's current
zoning of R6 for her property. She requested that the
Council consider zoning her property LHR2.
Harry Berryman 13100 SE 299t" Street, Auburn
Mr. Berryman stated his property is at approximately 132"d
and 299t" Street SE. He requested that the Council
designated the Duberry Hill Plat as LHR2 rather than the

proposed LHR1 zone, to more accurately reflect the current
development.
Catherine Cunningham, 30215 127th Place SE, Auburn
Ms. Cunningham concurred with previous comments and
expressed opposition to additional commercial development.
Corey Forsberg, 30103 126th Court SE, Auburn
Mr. Forsberg spoke in favor of the change in zoning
designation from light commercial to residential for the
northeast corner of 124th and 304th intersection. He
expressed opposition to commercial designation for the
southeast corner of the intersection. Mr. Forsberg
suggested that additional property on Lea Hill should be
designated as park land. Mr. Forsberg submitted a handout
dated November 20, 2007 regarding housing affordability.
Debbie Pratum, 30510 122"d Place SE, Auburn
Ms. Pratum expressed opposition to commercial zoning for
property at the intersection of 124th and 304th. She
expressed support for designating the property as LHR1.
Karen Campbell, 31049 129th Place SE, Auburn
Ms. Campbell expressed support for retaining zoning
equivalent to King County zoning of R6 for her property and
the property of her neighbors. She urged the Council to
designate her property as LHR2.
Valerie Stout, 31122 122"d Lane SE, Auburn
Ms. Stout stated that she lives in a detached condominium
community called Village Square at Lea Hill. She expressed
opposition to commercial zoning in the vicinity of 312th and
124th. She also expressed opposition to the multi-family
designation proposed for her property. Senior Planner
Chamberlain stated that the multi-family designation is
based on density.
Debbie Beckler, 30505 122"d Place SE, Auburn
Ms. Beckler opposes additional commercial development on
Lea Hill. Ms. Beckler stated that her property is surrounded
by R6 and R8 development; she urged the Council to
designate her property equivalent to the County's current
zoning.

Bob Baggett, 12809 SE 301St Street, Auburn
Mr. Baggett expressed support for comments made by Mr.
Forsberg and Mr. Gillette earlier this evening. He expressed
opposition to commercial development at 124tH and 304tH
He expressed support for zoning Option 2 with the exception
of commercial zoning at 124tH and 304tH. He urged the Cit~r
of Auburn to influence Kent's plans for their parcel at 304
and 124tH
Peter Tifft, 12320 SE 310tH Lane, Auburn
Mr. Tifft stated that he resides in Village Square
Condominiums. He expressed opposition to commercial
zoning and development at 312t" and 124tH
Randy Smythe, 12024 SE 310tH Street, Auburn
Mr. Smythe spoke regarding the changes in his
neighborhood over the last twenty years with the
construction of apartments and condominiums. He stated
that his neighborhood is no longer single family and
requested that the Council designate his property equivalent
to its current County zoning of R12.
Alan Forman, 30106 126tH Street SE, Auburn
Mr. Forman expressed opposition to commercial
development on Lea Hill.
Scott Missal) of Short Cressman & Burgess, 999 Third
Avenue, Seattle
Mr. Missal) spoke on behalf of the owner of Auburn Hills
Mobile Home Park. Mr. Missal) reported that the owner
supports the Council's proposal to designate the mobile
home park property at LHR3. Mr. Missal) submitted a letter
in regard to the proposed zoning for Auburn Hills Mobile
Home Park.
Joseph Isaacs, 13224 SE 301St Street, Auburn
Mr. Isaacs spoke in favor of commercial development on
132"d Street. He spoke in support of Mr. Smythe's
comments earlier this evening.
Eric Pfaff, 29414 124tH Avenue SE, Auburn
Mr. Pfaff questioned whether the property at 304tH and 124tH
is viable for commercial development due to wetlands on the
site. Mr. Pfaff suggested that the properties adjacent to and

east of the existing fire station, where apartments currently
exist, be changed from LHR4 to Commercial. Mr. Pfaff
expressed support for designating the Hazelwood
Community Center as Public.
Richard Stevens, 12511 SE 304tH, Auburn
Mr. Stevens stated that he has lived on Lea Hill 19 years
and his neighbor has resided on Lea Hill for 35 years. He
spoke in favor of commercial development for the property in
the vicinity of 124tH and 304tH
Aaron Goolsbey, 12312 SE 310tH Lane, Auburn
Mr. Goolsbey stated he lives in the Village Square
Condominium community. He expressed opposition to the
commercial designation for the property adjacent to his
neighborhood, due to adverse impact on his neighborhood
and safety issues.
Janis Welsh, 30221 127t" Place SE
Ms. Welsh expressed opposition to additional commercial
development on 124tH and 304th because of the negative
impact on her property, increased traffic, noise, and safety.
She noted that the Lakeland Hills development has
commercial development that is buffered from residential by
an arterial, a greenbelt and a park.
Roger Gillette, 30527 124tH Avenue SE, Auburn
Mr. Gillette expressed support for the construction of a park
at 304tH and 124tH
Allen Hoksbergen, 12627 SE 304tH, Auburn
Mr. Hoksbergen spoke in favor of commercial development
for his property.
Cory Forsberg, 30103 126tH Court SE, Auburn
Mr. Forsberg commented regarding park land on Lea Hill.
There being no further comment, Mayor Lewis closed the
public hearing at 8:32 p.m.
2. Application Number REZ07-0003: West Hill Annexation
Area Proposed Zoning
The City of Auburn is proposing certain zoning designations
for the West Hill Annexation Area in anticipation of an

effective date of January 1, 2008. Specifically, the City
proposes R-1 for the majority of West Hill. There is also
proposed Light Industrial is the northeastern portion of the
annexation area.
Senior Planner Chamberlain presented the staff report for
Application No. REZ07-0003 utilizing PowerPoint slides.
Ms. Chamberlain noted that RCW35A.14.340 requires two
public hearings at least 30 days apart on annexation zoning.
The first hearing was held October 16, 2007. It is
anticipated that the City Council will consider and act on the
proposed zoning on December 17, 2007.
Ms. Chamberlain reviewed the City's purposes for pursuing
annexation of the West Hill area: manage growth within the
annexation area and retain and enhance the single family
residential character in the annexation area.
Ms. Chamberlain stated that the proposed zoning map for
the West Hill Annexation Area has not changed since the
October 16t" hearing. The four zoning designations
proposed are:
• RS Single Family Residential (35,000 square foot
minimum lot size) for six parcels in the southern portion
of West Hill.
• R-1, Single Family Residential (8,000 square foot
minimum lot size) for the majority of the West Hill
Annexation area.
• P-1, Public Use for the Meredith Hill Elementary School,
Lakehaven Utility District water facility, one public storm
pond and one public open space tract.
• M-1, Light Industrial for twenty-one parcels within the
northern portion of the annexation area. Ms.
Chamberlain noted that in 2000, the property owners for
the area approached the City for a Comprehensive Plan
map amendment to change the use to Light Industrial in
anticipation of annexation and M-1 zoning designation.
The proposed industrial area is on the valley floor and is
separated topographically from adjacent single family
properties.
Mayor Lewis opened the public hearing at 7:10 p.m.

William Mercier, 29713 53~d Place South, Auburn
Mr. Mercier spoke in favor of current County zoning and
preserving property owners' investments.
Ed Raymond, 32225 46th Place South, Auburn
Mr. Raymond stated that he has lived on West Hill since
1962 and owns approximately 4.5 acres. Mr. Raymond
spoke in favor of less density on West Hill.
Mara Heiman, 6430 South 287th Street, Kent
Mr. Heiman expressed support for the proposed M1 zoning.
Craig Gartner, 30814 55th Avenue South, Auburn
Mr. Gartner spoke in favor of maintaining the current zoning
proposals for the West Hill Annexation Area and to retain
the single family residential character and less dense
development.
Howard Cottier, 181 Old Beaver Valley Road, Port Ludlow
Mr. Cottier spoke in favor of the proposed M1 zoning and
concurred with statements made by Mara Heiman earlier.
Mark Robbins, 32235 56th Avenue South, Auburn
Mr. Robbins spoke in favor of retaining current County
zoning, which is R-4. He requested that the Council zone
his property R-2 so that he can retain the value of his
property.
Darlene Locken, 6610 South 287th, Kent
Ms. Locken spoke in favor of the proposed M1 zoning and
concurred with statements made by Mara Heiman earlier.
There being no further public comment, Mayor Lewis closed
the public hearing at 7:23.
III. ADJOURNMENT
There being no further business, the meeting adjourned at 8:34 p.m.
