MINUTES
I. CALL TO ORDER
Chair Nancy Backus called the meeting to order at 6:30 p.m. in the
Council Conference Room at Auburn City Hall, located at 25 West Main
Street in Auburn. Committee Members present were: Chair Backus, Vice
Chair Sue Singer, and Member Bill Peloza. Present during the meeting
were Mayor Peter B. Lewis, Finance Director Shelley Coleman, City
Attorney Daniel B. Heid, Risk Manager Rob Roscoe, and City Clerk
Danielle Daskam. Also in attendance was Nancy Wyatt, President of the
Auburn Area Chamber of Commerce.
II. APPROVAL OF MINUTES
A. Minutes of the February 4, 2008 Finance Committee meeting.
Vice Chair Singer moved and Member Peloza seconded to approve
the February 4, 2008 minutes.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. CONSENT ITEMS
A. Vouchers

vouchers 371130 through 371583 in the amount of
$2,372,402.43 and a wire transfer in the amount of
$4,289.84 and dated February 19, 2008.

amount of $756,408.62 and electronic deposit transmissions

Committee members reviewed the consent items and briefly discussed

371202, 371217, 371224, 371234, 371260, 371290, 371332, 371348,
371419, 371429, 371477, 371487, 371512, 371520, 371533 and 371560.
Vice Chair Singer moved and Member Peloza seconded to approve the
consent items.
MOTION CARRIED UNANIMOUSLY. 3-0.
IV. ORDINANCES AND RESOLUTIONS
A. Ordinances
1. Ordinance No. 6123

An Ordinance of the City Council of the City of Auburn,
Washington, adopting a new Chapter 3.59 of the Auburn
City Code imposing a sales and use tax as authorized by
RCW 82.14.415 as a credit against the state tax, relating to
annexations
Committee members reviewed Ordinance No. 6123.
Vice Chair Singer moved and Member Peloza seconded to
approve Ordinance No. 6123.
MOTION CARRIED. 3-0.
2. Ordinance No. 6163

An Ordinance of the City Council of the City of Auburn,
Washington, amending Section 2.03.030 of the Auburn City
Code authorizing the Mayor to exempt the City from paying
fees to itself
Committee members reviewed Ordinance No. 6163.
Vice Chair Singer moved and Member Peloza seconded to
approve Ordinance No. 6163.

3. Ordinance No. 6164

An Ordinance of the City Council of the City of Auburn,
Washington, amending Ordinance No. 6066, the 2007-2008
Biennial Budget Ordinance, as amended by Ordinance Nos.
6086, 6092, 6103, 6119, 6124, 6127, 6128, 6132, 6133,
6144, and 6145 authorizing amendment to the City of
Auburn 2007-2008 Biennial Budget as set forth in Schedule
«A„
Committee members reviewed Ordinance No. 6164. The
budget amendment provides support staffing for Community
Services.
Vice Chair Singer moved and Member Peloza seconded to
approve Ordinance No. 6164.
MOTION CARRIED. 3-0.
B. Resolutions
1. Resolution No. 4303

A Resolution of the City Council of the City of Auburn,
Washington, authorizing the Mayor and City Clerk to execute
a contract with the Auburn Food Bank
A revised Resolution No. 4303 was distributed at the
meeting. The revisions represent changes recommended by
the Municipal Services Committee. The contract term
expires December 31, 2010.
Vice Chair Singer moved and Member Peloza seconded to
approve Ordinance No. 4303.

2. Resolution No. 4312
A2.5
A Resolution of the City Council of the City of Auburn,
Washington authorizing the Mayor and City Clerk to execute
an agreement with Qwest for the purpose of upgrading the
City's phone system to provide increased functionality for
City operational support
Committee members reviewed Resolution No. 4312.
Vice Chair Singer moved and Member Peloza seconded to
approve Ordinance No. 4312.
MOTION CARRIED. 3-0.
V. DISCUSSION ITEMS
A. Resolution No. 4311
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor to execute an Office Space Lease
Agreement with the Auburn Area Chamber of Commerce
Mayor Lewis explained that the City now owns the building where
the Chamber leases space for their office. Anew lease has been
negotiated for Council's consideration.
Vice Chair Singer moved and Member Peloza seconded to support
Resolution No. 4311.
MOTION CARRIED. 3-0.
B. Ordinance No. 6165
A4.5.2
An Ordinance of the City Council of the City of Auburn,
Washington, amending Section 2.03.040 of the Auburn City Code
relating to the appointment of appointive officers
Committee members reviewed Ordinance No. 6165 which updates
the code.
Vice Chair Singer moved and Member Peloza seconded to support
Ordinance No. 6165.

C. Resolution No. 4309
A3.17
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor to execute residential lease agreements
Resolution No. 4309 authorizes residential lease agreements for
residential tenants of City-owned properties in the downtown area.
Vice Chair Singer moved and Member Peloza seconded to support
Resolution No. 4309.
MOTION CARRIED. 3-0.
VI. ADJOURNMENT
There being no further business, the meeting adjourned at 7:00 p.m.
