Administrative Recommendation:
City Council grant permission to enter into Consultant Agreement No. AG-C-331 with AHBL Inc. for
surveying services for Project No. C1013, West Hill Springs Watershed Security.
Background Summary:
The project consists of improvements to the West Hill Springs site to construct a perimeter fence and
security/maintenance road. Improvements at the site will provide increased protection of the water
production facilities including the chlorination station, water collection areas and appurtenances, and will
also provide improved public safety, particularly in and around the police firing range. This project is
included in the 2001 Comprehensive Water Plan Capital Improvement Program (S-102) and is one of the
recommended strategies in the Water Resource Protection Report dated December 2001.
The consultant's scope of work consists of research, monument location, establishment of parcel
boundaries, topographic survey, set property corners and interim line stakes, prepare base map, and
prepare record of survey and record same.
The anticipated cost not-to-exceed amount for this agreement is $55,000. There is $31,000 budgeted
within the Water Resources Protection Program for 2007/2008 for this work. A project increase of
$24,000 within the Water Fund will be needed to complete the consulting services; however, it is
anticipated that expenditures within the 430 Fund will not be exceeded this year. If construction proceeds
in 2008, a Budget Adjustment will be necessary for the remainder of the project.
