CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall, located at 25 West Main Street in Auburn. Committee Members present were: Chair Backus and Member Bill Peloza. Vice Chair Sue Singer arrived at 6:45 p.m. Present during the meeting were Mayor Peter B. Lewis, Finance Director Shelley Coleman, City Attorney Daniel B. Heid, Risk Manager Rob Roscoe, Chief of Police Jim Kelly, and City Clerk Danielle Daskam. II. APPROVAL OF MINUTES A. Minutes of the March 17, 2008 Finance Committee meeting. Member Peloza moved to approve the March 17, 2008 minutes. MOTION CARRIED. 2-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 372421 through 372432 and 372434 through 373053 in the amount of $2,018,549.75 and wire transfer in the amount of $4,289.84 and dated April 7, 2008. 2. Payroll F4.9.2 Payroll check numbers 522886 to 523010 in the amount of $317,188.69, payroll check number 523011 in the amount of 1,150.63, and electronic deposit transmissions in the amount of $1,079,892.03 for a grand total of $1,398,231.35 for the pay period covering March 13, 2008 to April 2, 2008. Page 1 Finance Committee Minutes April 7, 2008 B. Interfund Loan F4.7 City Council ratify an interfund loan from the General Fund (Fund 001) to the Special Revenue Fund (Fund 118). Committee members reviewed the consent items and briefly discussed vouchers 372453, 372512, 372591, 373603, 372607, 372695, 372704, 372718, 372892, 372908, 373050, and 373041. Member Peloza moved to approve the consent items. MOTION CARRIED. 2-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6170 F6.8 An Ordinance of the City Council of the City of Auburn, Washington, amending Chapter 3.40 of the Auburn City Code, and amending Sections 3.41.010, 3.84.040 and 3.88.040 of the Auburn City Code and creating a new Chapter 3.42 of the Auburn City Code relating to the levy and collection of utility taxes Committee members reviewed Ordinance No. 6170. Member Peloza noted a scrivener's error in the first paragraph of the ordinance. Member Peloza moved to approve and forward Ordinance No. 6170 to the full Council. MOTION CARRIED. 2-0. B. Resolutions 1. Resolution No. 4334 A3.16.6, A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Agreement between the City of Auburn and Recovery Centers of King County (RCKC) Page 2 Finance Committee Minutes April 7. 2008 Committee members reviewed Resolution No. 4334. Member Peloza requested that the full name of an entity be used rather than its acronym. (Vice Chair Singer arrived at this time.) Vice Chair Singer moved and Member Peloza seconded to approve Resolution No. 4334. MOTION CARRIED UNANIMOUSLY. 3-0. 2. Resolution No. 4336 F4.6.1, A3.13.4 A Resolution of the City Council of the City of Auburn, Washington declaring certain real property as surplus and authorizing its disposal Committee members reviewed Resolution No. 4336. The subject property was acquired for right-of-way and storm drainage for the South 277th Street Project. The property is no longer needed for municipal purposes. A scrivener's error on Exhibit A will be corrected to reflect "12,099 square feet". Vice Chair Singer moved and Member Peloza seconded to approve Resolution No. 4336. MOTION CARRIED UNANIMOUSLY. 3-0. 3. Resolution No. 4337 A3.17, A3.16.6 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor to execute Park Caretaker Lease Agreements Committee members reviewed Resolution No. 4337. Resolution No. 4337 authorizes a consistent residential caretaker lease agreement form. Vice Chair Singer moved and Member Peloza seconded to approve Resolution No. 4337. MOTION CARRIED UNANIMOUSLY. 3-0. Page 3 Finance Committee Minutes April 7, 2008 V. DISCUSSION ITEMS A. Agreement for Professional Services with FCS Group for Cost of Service Fee Study Vice Chair Singer questioned the timing of the fee study in light of the current economy. Finance Director Coleman stated that the consultant will conduct a revenue and cost of services fee study for building, planning and development activities. Any increases or decreases in fees will be determined by Council. Mayor Lewis added that the study will provide the basis for the charges. Member Peloza agreed with the study stating that it is fiscally responsible. B. Resolution No. 4339 02.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute the first amendment to the Valley Communications Center Interlocal Agreement Committee members reviewed Resolution No. 4339, which was reviewed at the March 17, 2008 Finance Committee meeting. The amendment to the Valley Communications Center Interlocal Agreement will include the addition of the Valley Regional Fire Authority. Vice Chair Singer moved and Member Peloza seconded to support the Municipal Services Committee and Resolution No. 4339. MOTION CARRIED UNANIMOUSLY. 3-0. C. Resolution No. 4332 F4.6.1 A Resolution of the City Council of the City of Auburn, Washington, declaring certain items of property as surplus and authorizing their disposal Committee members reviewed Resolution No. 4332, which surpluses a John Deere Tractor.
