MEETING MINUTES
April 7, 2008 7:30 PM
1. CALL TO ORDER
A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Lynn Norman and Virginia Haugen.
Staff members present included: City Attorney Daniel B. Heid;
Information Services Director Lorrie Rempher; Parks, Arts and
Recreation Director Daryl Faber; Public Works Director Dennis
Dowdy; Chief of Police Jim Kelly; Risk Manager Rob Roscoe;
Finance Director Shelley Coleman; Planning, Building and
Community Director Cindy Baker; Deputy Police Chief Bob Lee;
and City Clerk Danielle Daskam.
C. Announcements and Appointments
1. Announcements
a) 2008 Winter Special Olympics Gold Medal
Basketball Teams
Mayor Lewis and Parks, Arts and Recreation Director
Faber recognized the following Parks, Arts and
Recreation's state championship teams:
Auburn Parks Bulldogs - Senior 1 Division
Auburn Parks Jammers - Masters 2 Division
Each team member was presented with a Certificate
of Achievement for their accomplishment.

b) Proclamation - "Arbor Day"
Mayor Lewis declared April 8, 2008 as "Arbor Day" in
the city of Auburn and presented Parks, Arts and
Recreation Director Daryl Faber with a proclamation
urging citizens to participate in Arbor Day, protect
trees and woodlands, and plant trees.
c) Proclamation - "YMCA Healthy Kids Day"
Mayor Lewis declared April 12, 2008 as "YMCA
Health Kids Day" in the city of Auburn and presented
YMCA representatives Amy John and Robin
Reynolds with a proclamation in recognition of YMCA
Healthy Kids Day. Ms. John announced that the
YMCA will have several free activities for families in
celebration of Healthy Kids Day on April 12th.

d) Proclamation - ACAP's "Week of the Young
Child"
Mayor Lewis declared the week of April 13-19, 2008
as the week of the young child in the city of Auburn
and presented ACAP Director Deanna Briese with the
proclamation and urged all citizens to invest in early
childhood development. Ms. Briese thanked the City
for its support of families and early childhood
development.
e) Citizen Recognition - Wayne Howard
Mayor Lewis and Chief of Police Kelly awarded
Wayne Howard a Certificate of Appreciation for his
assistance to the Auburn Police Department during
the investigation of a fatal collision on March 25,
2008, on A Street SE in front of Imaginetics. Without
being prompted or asked, Mr. Howard took the
initiative to direct traffic into and out of the business,
thereby freeing up officers on the scene to investigate
the collision. Mr. Howard remained at the scene for
several hours continually providing assistance to
members of the Auburn Police Department during the
tragic event.
f) Promotion Recognition
Mayor Lewis and Chief of Police Kelly recognized
Jamie Sidell on his promotion to the rank of
Commander with the Auburn Police Department.
Commander Sidell began his career with the Auburn
Police Department in 1987 as a patrol officer and was
later selected as a Field Training Officer and a
downtown Bike Patrol Officer. Commander Sidell
also worked as a Detective in the Special
Investigations Unit for four and a half years prior to
being promoted to Sergeant in 1999. Commander
Sidell is an active volunteer, and during his service to
the City over the last twenty years he has shown
commitment and dedication to the City. Chief Kelly
proudly announced the promotion of Jamie Sidell to
the rank of Commander.
Mayor Lewis congratulated Commander Sidell and
presented him with his Commander's commission

card. Commander Sidell was joined by his wife and
two children.
2. Appointments
a) Transportation, Transit, and Trails Committee
City Council confirm the appointment of Gary Venn to
the Transportation, Transit and Trails Committee for a
two year term expiring December 31, 2009
Mayor Pro Tern Singer moved and Councilmember
Wagner seconded to confirm the appointment of Gary
Venn to the Transportation, Transit and Trails
Committee.
MOTION CARRIED UNANIMOUSLY. 7-0.
D. Agenda Modifications
The agenda was modified to correct a scrivener's error in the
description of the claims vouchers and a revised Ordinance No.
6172 was transmitted.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
Deena Cornish, 4405 S 289th Place, Auburn
Ms. Cornish spoke regarding downtown Auburn. She stated that
her husband's business is located in Auburn and she spends much
of her time in Auburn. She stated that she enjoys the feel of an
old, historic downtown, and she urged the Council to retain a
unique, interesting downtown and to encourage interesting
commerce around the downtown.

III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported the Municipal Services Committee met
March 24, 2008. The Committee reviewed Resolution No. 4332
and discussed the Valley Communications Center, Ordinance No.
6170, enhanced animal control, and red light photo enforcement.
The next regular meeting of the Municipal Services Committee is
scheduled for March 14, 2008 at 3:30 p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met March 24, 2008. The Committee reviewed
Resolution No. 4329 accepting a grant for the Auburn
Environmental Mitigation Bank, Ordinance No. 6167 related to
supportive housing, Ordinance No. 6166 approving zoning code
amendments relating to changing message center signs, and
Ordinance No. 6172 regarding the Comprehensive Plan. The
Committee also discussed the Community Center and Community
Development Block Grant housing repair funds. The next regular
meeting of the Planning and Community Development Committee
is scheduled for April 14, 2008 at 5:00 p.m.
C. Public Works
Chair Wagner reported the Public Works Committee met this
afternoon at 3:30. The Committee approved several contract
administration items relating to projects for the Lakeland Hills
Reservoir Improvements, Auburn Way North Pedestrian Crossing,
Pavement Condition Survey, and West Hill Springs. The
Committee also discussed Ordinance No. 6172 relating to the
Comprehensive Plan, a professional services contract for a permit
fee study, two hour parking on West Main Street, a design contract
for the birding tower at the Environmental Park, and the 2008
Public Works project list. The next regular meeting of the Public
Works Committee is scheduled for April 21, 2008 at 3:30 p.m.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:30. The Committee approved consent items, including claims
and payroll vouchers. The Committee also approved Ordinance
No. 6170 related to the levy and collection of utility taxes,
Resolution No. 4334 regarding an agreement with Recovery
Centers of King County, Resolution No. 4336 declaring certain real
property as surplus, and Resolution No. 4337 regarding park

caretaker lease agreements. The Committee also discussed a
professional services agreement, Resolution No. 4339 relating to
the Valley Communications Center interlocal agreement, and
Resolution No. 4332 regarding surplus property. The next regular
meeting of the Finance Committee is scheduled for April 21, 2008
at 6:30 p.m.
E. Community Center
Chair Wagner reported the Community Center Committee will meet
on April 10, 2008.
F. Downtown Redevelopment
Chair Norman reported the Downtown Redevelopment Committee
met March 11, 2008. The Committee discussed meeting frequency
and public participation. The next regular meeting of the
Downtown Redevelopment Committee is scheduled for April 8,
2008 at 3:30 p.m.
IV. REPORTS
At this time the Mayor and City Council may report on significant items
associated with their appointed positions on state, regional and local
organizations.
A. From the Council
Mayor Pro Tern Singer reported that several members of the City
Council attended the Suburban Cities Association dinner.
Additionally, the Councilmembers attended the Committee of the
Whole meeting on March 31, which included topics on traffic
calming and quasi-judicial matters. Mayor Pro Tern Singer
reported that she attended the Puget Sound Regional Council
(PSRC) Executive Board meeting to review the Vision 2040 plan.
Mayor Pro Tern Singer announced that the PSRC General
Assembly meeting is scheduled for April 24tH
Councilmember Wagner reported that the Council Committee of
the Whole on March 31 also included discussion of a sustainability
policy. Chair Wagner also reported that he attended the Regional
Access Mobility Partnership meeting in Pierce County.
Councilmember Backus reported that the Finance Committee held
a special meeting on March 26th for the purpose of meeting with
representatives of the Washington State Auditor's Office to discuss
the upcoming annual audit.

Councilmember Peloza reported that he attended a meeting of the
Green River Duwamish Watershed Forum meeting where the main
topic of discussion was funding for habitat priorities within the
watershed. Councilmember Peloza also reported on progress in
the formation of the Auburn International Farmers Market. The
Farmers Market steering committee has decided to delay opening
of the market until May 2009 to allow more time to secure
additional participants.
B. From the Mayor
Mayor Lewis reported that since the last Council meeting he has
attended meetings regarding the Valley Communications Center
and jail systems. Mayor Lewis reported on a neighborhood
meeting held recently in the Dogwood neighborhood.
Approximately seventy members of the community were in
attendance and discussed such issues as traffic calming and crime

Council to be routine and will be enacted by one motion in the form listed.

Claims check numbers 372421 through 372432 and 372434
through 373053 in the amount of $2,018,549.75 and wire
transfer in the amount of $4,289.84 and dated April 7, 2008.

$317,188.69, payroll check number 523011 in the amount of
1,150.63, and electronic deposit transmissions in the

VIII. ORDINANCES AND RESOLUTIONS
A. Ordinances

An Ordinance of the City Council of the City of Auburn,
Washington, amending Chapter 18.56 of the Auburn City
Code relating to changing message center signs
Councilmember Norman moved and Councilmember
Backus seconded to introduce and adopt Ordinance No.
6166.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Ordinance No. 6170

An Ordinance of the City Council of the City of Auburn,
Washington, amending Chapter 3.40 of the Auburn City
Code, and amending Sections 3.41.010, 3.84.040 and
3.88.040 of the Auburn City Code and creating a new
Chapter 3.42 of the Auburn City Code relating to the levy
and collection of utility taxes
Councilmember Backus moved and Mayor Pro Tern Singer
seconded to introduce and adopt Ordinance No. 6170.
MOTION CARRIED. 6-1. Councilmember Haugen voted
no.
3. Ordinance No. 6172

An Ordinance of the City Council of the City of Auburn,
Washington, establishing a new Chapter 14.22 of the
Auburn City Code to be titled "Comprehensive Plan"

Councilmember Norman moved and Councilmember
Backus seconded to introduce and adopt Ordinance No.
6172.
Councilmember Haugen spoke against the proposed
ordinance.
Planning, Building and Community Director Baker explained
that the proposed ordinance formally establishes the current
practice and process for Comprehensive Plan amendments.
Councilmember Norman added that the proposed ordinance
clarifies the current city practice regarding Comprehensive
Plan amendments.
Director Baker explained that anyone can request an area-
wide Comprehensive Plan amendment. A property owner
must submit a request for a Comprehensive Plan
amendment specific to their property. There is no charge for
an area-wide Comprehensive Plan amendment.
MOTION CARRIED. 6-1. Councilmember Haugen voted
no.
B. Resolutions
1. Resolution No. 4329
05.1.2
A Resolution of the City Council of the City of Auburn,
Washington, authorizing the acceptance of a grant from the
Washington State Interagency Committee for Outdoor
Recreation in the amount of Five Hundred Seventy One
Thousand Eight Hundred and Fifty Dollars ($571,850.00) to
take steps to restore both salmon and other critical habitat
within the Mill Creek Corridor by initiating the design,
permitting and construction in the development of the
Auburn Environmental Mitigation Bank
Councilmember Norman moved and Councilmember
Backus seconded to adopt Resolution No. 4329.
MOTION CARRIED UNANIMOUSLY. 7-0.

Councilmember Cerino moved and Councilmember Peloza
seconded to adopt Resolution No. 4332.
MOTION CARRIED UNANIMOUSLY. 7-0.
IX. ADJOURNMENT
There being no further business to come before the Council, the meeting
adjourned at 8:34 p.m.
