Background Summary: Resolution No. 4340 authorizes the Mayor to execute a Public Works Trust Fund (PWTF) Loan Agreement for Project No. CP0611, M Street NE/Harvey Road & 8t" Street NE Improvements. The loan is in the amount of $1,800,000 at an interest rate of one-half percent (1/2%) per annum on the outstanding principal balance for a 20-year term, with the final payment due July 1, 2028. It requires a local match of $200,000, which is currently budgeted in the Capital Facilities Plan using traffic impact fees. The M Street NE/Harvey Road & 8th Street NE project will reconstruct M Street NE from 4th Street NE to 8th Street NE, remedying the existing poor pavement condition and bringing this segment of M Street NE up to a modern arterial and truck route standard. The project will modify the intersection of M Street NE/Harvey Road & 8th Street NE to optimize intersection efficiency and improve the level-of-service. At the west end of the intersection, 8th Street NE has 2 lanes in the eastbound direction, a left turn only lane and a right/through lane. The project will add a third eastbound lane at the intersection on 8th Street NE. The third lane will provide a second eastbound through lane, optimizing the receiving capacity on the opposite side of the intersection. CP0611, M STREET NE/HARVEY ROAD & 8T" STREET NE IMPROVEMENTS WHEREAS, intersection capacity improvements at M Street NE/Harvey Road and 8th Street NE are programmed in the City's Capital Facilities Plan; and WHEREAS, the City desires to rehabilitate failing pavement on the arterial network; and WHEREAS, the pavement on M Street NE from 4th Street NE to 8th Street NE is in very poor condition; and WHEREAS, the M Street NE/Harvey Road & 8th Street NE Improvements will reconstruct the roadway pavement on M Street NE from 4th Street NE to 8th Street NE, and construct improvements to increase capacity at the M Street NE/Harvey Road & 8th Street NE intersection; and WHEREAS, the City applied for and was awarded a Public Works Trust Fund Loan for One Million, Eight Hundred Thousand Dollars ($1,800,000) at an interest rate of one-half percent ('/2%) per annum on the outstanding principal balance for a 20-year term; and WHEREAS, the estimated project cost is Two Million Dollars ($2,000,000) and the City would be responsible for a Two Hundred Thousand Dollar ($200,000) financial match; and Resolution No. 4340 April 15, 2008 Page 1 WHEREAS, the scope of work for this Public Works Trust Fund Construction Loan is identified in EXHIBIT 1: SCOPE OF WORK of the Public Works Trust Fund Pre- Construction Loan Agreement, PC08-951-PRE-002; and WHEREAS, it is in the best interest of the City to use Public Works Trust Fund Loan monies when available to finance capital improvements to the public transportation system. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1. That the Mayor is hereby authorized to accept the Public Works Trust Fund Loan in the amount of One Million, Eight Hundred Thousand Dollars ($1,800,000), in accordance with and in substantial conformity with the agreement attached hereto, marked as Exhibit 1" and incorporated herein by this reference. Section 2. That the Mayor is authorized to implement such other administrative procedures as may be necessary to carry out the directives of this legislation. Section 3. The reconstruction will fix the existing poor pavement condition and fill in any gaps in the sidewalk network. This project will also modify the intersection of M Street NE/Harvey Road & 8th Street NE to optimize intersection efficiency and improve the level-of-service. At the west end of the intersection, 8th Street NE has 2 lanes in the eastbound direction, a left turn only lane and a right/through lane. The project will add a third eastbound lane at the intersection on 8th Street NE. The third lane will provide a second eastbound through lane, optimizing the receiving capacity on the opposite side of the intersection.
