Department: Parks, Arts and Attachments: Resolution No. 4347 Budget Impact: Recreation Administrative Recommendation: City Council adopt Resolution No. 4347. Background Summary: King County voters approved the issuance of bonds to finance parks and trails on November 7, 1989. The ballot proposition - authorized by King County Ordinance 9071 and outlined in an Interlocal Cooperation Agreement between King County and Auburn, dated May 8, 1990 - was approved by Auburn City Council with adoption of Resolution No. 2045 on February 21, 1990. On January 4, 2008, the City contracted JGM Landscape Architects to develop design drawings and construction cost estimates for the western terminus of the White River Trail, approximately 1,025 feet. Completion of the White River trail requires that development and improvements be made from Roegner Park to "A" Street SE. Performance of this work, together with design and engineering fees, is estimated to be $308,000. The City of Auburn, in order to obtain permits and construct the trail, will require an additional $154,000. At this time, Auburn Parks, Arts and Recreation Department is preparing to make up that deficit by applying for grant money from the Washington Wildlife and Recreation Program of the State of Washington Recreation and Conservation Funding Board. Information Services Action: Committee Approval: ?Yes ?No Council Approval: ?Yes ?No Call for Public Hearing _/_!_ Referred to Until _!_/_ Tabled Until _/_/_ Councilmember: Norman Staff: Faber Meetin Date: Ma 19, 2008 Item Number: VIII.B.3 !AUBURN * M0P E THAN YOU IMAGINED RESOLUTION NO. 4 3 4 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FROM A WASHINGTON WILDLIFE AND RECREATION PROGRAM (WWRP) PROJECT TO THE RECREATION AND CONSERVATION FUNDING BOARD (RCFB) AS PROVIDED IN CHAPTER 79A.15 RCW FOR THE WHITE RIVER TRAIL EXTENSION PROJECT WHEREAS, the City of Auburn Comprehensive Plan includes trail development throughout the City and connecting areas; and WHEREAS, under the provisions of WWRP, state funding assistance is requested to aid in financing the cost of trail development and habitat restoration; and WHEREAS, the City of Auburn considers it in the best public interest to complete the project described in the application. NOW, THEREFORE, THE CITY COUNCIL OF AUBURN, WASHINGTON, HEREBY RESOLVES THAT: Section 1. The Mayor is authorized to make formal application to RCFB for funding assistance. Section 2. Any funding assistance received shall be used for implementation of the project referenced above. Section 3. The City of Auburn hereby certifies that its share of project funding is committed and will be derived from the King County 1989 Open Space Bond Proposition. Section 4. The City of Auburn acknowledges the responsibility for supporting all non-cash commitments to the sponsor share should they not materialize; Resolution No. 4347 April 24, 2008 Page 1 of 2 Section 5. The City of Auburn acknowledges that any facility developed with RCFB financial aid must be placed in use as an outdoor recreation facility and be retained in such use for a minimum of 20 years from final reimbursement unless otherwise provided and agreed to by our organization and RCFB. Section 6. This resolution becomes part of a formal application to RCFB. Section 7. The City of Auburn has provided appropriate opportunity for public comment on this application. Section 8. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 9.
