Information Services Action: Committee Approval: ?Yes ?No Council Approval: ?Yes ?No Call for Public Hearing Referred to Until Tabled Until Councilmember: Cerino Staff: Coleman Meeting Date: June 2, 2008 Item Number: VIII.6.6 AUBURN* MORE THAN YOU IMAGINED RESOLUTION NO.4 3 6 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE CITY OF AUBURN TO EXPEND FUNDS IN THE AMOUNT OF FIFTY-TWO THOUSAND NINE HUNDRED THIRTY-EIGHT DOLLARS ($52,938) AS THE CITY'S 2'h% MATCH OF FUNDS NEEDED TO CONSTRUCT A NEW TAXIWAY AT THE AUBURN MUNICIPAL AIRPORT WHEREAS, the Auburn Municipal Airport is in need of a parallel taxiway system and lighting improvements; and WHEREAS, the City has sought funding from the Federal Aviation Administration to construct a taxiway at the Auburn Municipal Airport, the total project costs of which are Two Million, One Hundred Seventeen Thousand, Five Hundred Fourteen Dollars ($2,117,514); and WHEREAS, the City is hopeful that it will receive Federal Aviation Administration funding request to provide 95% of the costs to construct the taxiway, in the total amount of Two Million, Eleven Thousand, Six Hundred Thirty-Eight Dollars ($2,011,638); and WHEREAS, based on approval of the Federal Aviation Administration funding, the State of Washington may provide additional funding toward the costs to construct the taxiway in the amount of Fifty-Two Thousand Nine Hundred Thirty-Eight Dollars\ ($52,938), or 2'h% of the total project costs, contingent on the City's matching contribution of Fifty-Two Thousand Nine Hundred Thirty-Eight Dollars ($52,938), or 2'/z% of the total project costs; and Resolution No. 4362 May 22, 2008 Page 1 of 3 WHEREAS, the City of Auburn is willing to provide its 2'/2% of the funds needed to construct the taxiway in the amount of Fifty-Two Thousand Nine Hundred Thirty-Eight Dollars ($52,938), subject to funding approval from the Federal Aviation Administration and the State of Washington; and WHEREAS, the Auburn Municipal Airport has available for this project funds sufficient to provide this 2'/2% match to the State's amount. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Purpose. The Auburn City Council does hereby authorize the City's expenditure of Fifty-Two Thousand Nine Hundred Thirty-Eight Dollars ($52,938) as its 2'/2% match of the funds needed to construct the taxiway. Section 2. Implementation. The Mayor of the City of Auburn is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this Resolution. Justification The existing taxiway system is a'dual' parallel taxiway system with a south-bound west taxiway and a north-bound east taxiway. This configuration does not meet FAA criteria for runway-taxiway separation, taxiway-taxiway separation, or taxiway width. The new taxiway system will be designed to meet FAA Design Group B-I criteria and will also provide a decrease in impervious surface area. Cost Estimate Details See attached. These taxiway improvements not only will protect business and pleasure flying at Auburn Municipal Airport but will also provide a safer environment for the community's Northwest Aviation College and other businesses adjacent to the airport. 4. This project will improve safety at the airport and allow for a more efficient taxiway system which will provide economic benefit to the airport. Also by reducing the impervious area there will be less pavement for the airport to maintain in the future. 5. The airport was included in the City of Auburn Comprehensive Plan that was originally adopted in August, 1986 and most recently revised in November, 2006.
