Background Summary:
In November 2007, the City of Auburn contracted with LMN Architects to assist in the development of a
promenade and linear open space concept along Division Street from West Main to 3rtl Street SE. The
promenade would connect into the City Hall Plaza at the intersection of West Main and Division Street.
To date, a street cross section has been developed showing the width of the promenade and linear open
space. Between West Main and 2nd Street SE the width is proposed to be 20 feet and between 2nd Street
SE and 3rd Street SE to width is proposed to be 14 feet. The promenade and linear open spaces runs
along the west side of Division Street. The east side of Division Street will remain at a ten foot width
constructed to the adopted downtown sidewalk standards.
The concept of establishing pedestrian oriented amenities and public spaces in the downtown area is
consistent with the City's urban center (regional growth center) designation as well as with the adopted
Auburn Downtown Plan. Also, the downtown design guidelines clearly identify public plazas and
pedestrian connections/amenities as features important to downtown development. Such amenities can,
among other items, attract customers, provide gathering places that promote social interactive, and
provide for a visual "break" in the urban landscape.
The Planning and Community Development Committee (PCDC) recommended approval of Resolution
No. 4361 and the proposed resolution was reviewed by the Public Works Committee. Discussion at the
PCDC meeting revised the promenade to 3rd Street SE. By changing the width of the promenade from 14
feet to 20 feet between 1 st Street and 2nd Street the estimated cost will increase by approximately
$93,000.

RESOLUTION NO. 4361
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, STATING THE
CITY COUNCIL'S SUPPORT FOR A PROMENADE
ALONG DIVISION STREET FROM WEST MAIN
STREET TO 3`d STREET SE
WHEREAS, the City of Auburn is a designated urban center, also known
as a regional growth center, by Puget Sound Regional Council; and
WHEREAS, in May 2001 the City of Auburn adopted the Auburn
Downtown Plan; and
WHEREAS, features of urban centers and strategies in the adopted
Auburn Downtown Plan call for the creation or pedestrian oriented amenities and
public spaces such as gateways to downtown; and
WHEREAS, the Auburn City Council adopted the Downtown Urban Center
zone and associated Downtown Design Guidelines in 2007 to implement the
Auburn Downtown Plan; and
WHEREAS, in February 2006 the Auburn City Council adopted Resolution
No. 3985 supporting the downtown town center plaza concept in the vicinity of
Auburn City Hall; and
WHEREAS, the promenade and linear open space plan connects into the
town center plaza in the vicinity of Auburn City Hall linking the downtown catalyst
area; and
WHEREAS, preliminary concepts have been developed for the area along
Division Street from West Main Street to 3`d Street SE for a promenade and
linear open space which will provide pedestrian amenities and a vibrant
downtown with an active environment.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council hereby expresses its support for the
Promenade and linear open space concept, as shown in Exhibit A, along Division
Street from West Main to 3` Street SE to provide pedestrian amenities and a
vibrant downtown with an active environment.
Section 2. That the Mayor is authorized to direct staff to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.

Section 3. This resolution shall be in full force and effect upon passage
and signature thereon.
