Administrative Recommendation: The City Council introduce and adopt Ordinance No. 6190.
Background Summary:
In February 2007 the City Council adopted Ordinance No. 6071 implementing the Downtown Urban
Center zone. As part of this new zoning chapter, the Auburn Downtown Design Standards were adopted
by reference. The City Council granted its authority to amend the Auburn Downtown Design Standards to
the Council Committee level. The City Council also created a new committee, the Downtown
Redevelopment Committee, to specifically address projects within the downtown. Since the focus of the
Downtown Redevelopment Committee is to facilitate council actions on downtown projects it is logical that
the authority to amend the Auburn Downtown Design Standards should also rest with this committee.
The proposed ordinance keeps the authority to amend the Auburn Downtown Design Standards with the
Planning and Community Development Committee except amendments related to the four block
redevelopment, bounded by West Main Street, 2nd Street SE, Auburn Avenue, and A Street SW, and
properties within a one block radius. Amendments to the Auburn Downtown Design Standards related to
the four blocks may be made with the approval of the Downtown Redevelopment Committee.
The Planning and Community Development Committee recommended approval of Ordinance No. 6190 at
their June 23, 2008 meeting.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AMENDING
SECTION 18.29.070 OF THE AUBURN CITY CODE
RELATING TO DOWNTOWN DESIGN STANDARDS
WHEREAS, the City Council adopted Ordinance No. 6071 creating the
Downtown Urban Center Zone which adopted by reference the Auburn
Downtown Design Standards; and
WHEREAS, the City Council adopted Resolution No. 4282 on December
17, 2007 establishing a Downtown Redevelopment Committee to specifically
addresses projects within the Downtown Catalyst Area; and
WHEREAS, the City Council granted its authority to amend the Auburn
Downtown Design Standards to the Council Committee level; and
WHEREAS, the intent to amend the Auburn Downtown Design Standards
as it relates to the four block redevelopment bounded by West Main Street on the
north, 2nd Street SE to the south, A Street SW to the west, and Auburn Avenue to
east rests with the Downtown Redevelopment Committee of the City of Council.
Section 1. Amendment to City Code. Section 18.29.070 of the Auburn
City Code is hereby amended as follows:
18.29.070 Design standards.
Adopted by reference are the "Downtown Auburn Design Standards," a
copy of which shall be maintained by the city clerk. This document contains
standards for development of the built environment in the DUC zone. The
director shall have the authority to apply the standards to specific development
proposals. These standards may be amended upon approval by the planning and
community development committee of the Auburn City Council_„exce t

Redevelopment Committee of the Auburn City Council. (Ord. 6071 § 6 (Exh. A),
2007.)
Section 2. Constitutionality and Invalidity. If any section, subsection,
sentence, clause, phrase or portion of this Ordinance, is for any reason held
invalid or unconstitutional by any Court of competent jurisdiction, such portion
shall be deemed a separate, distinct and independent provision, and such
holding shall not affect the validity of the remaining portions thereof.
Section 3. Implementation. The Mayor is hereby authorized to
implement such administrative procedures as may be necessary to carry out the
directions of this legislation.
Section 4. Effective Date. This Ordinance shall take effect and be in
force five days from and after its passage, approval, and publication as provided
by law.
