Background Summary: While canvassing the city to perform an address inventory collection city staff noticed three addresses were in error. Investigation has determined that the residences located on parcels numbers 2149800-342, 2149800-350, and 2149800-361 are using an address not in compliance with the City's address system. This has potential to create delays with emergency response as well as confusion for utilities and other service providers. On April 25, 2008 staff sent a letter to the property owners explaining the need to assign new addresses. The letter requested that should the owners have concerns regarding the new address that they contact the Building Division. To date only one parcel owner (2149800-350) has contact the Building Division for an explanation for the change and once explained was in agreement with the change. No other property owner has made contact with the Building Division. ACC 15.52.055 vests the authority for changing addresses with the City Council. Due to the mix of building ownership as well as the multitude of addresses (both known and unknown) in use a public hearing is required. Human Resources Action: Committee Approval: ?Yes ?No Council Approval: ?Yes ?No Call for Public Hearing Referred to Until Tabled Until Councilmember: Cerino Staff: Baker Meeting Date: Jul 7, 2008 Item Number:Vlll.B.1 AUBURN* MORE THAN YOU IMAGINED RESOLUTION NO. 4354 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ASSIGNING CORRECTED ADDRESSES FOR THREE SINGLE FAMILY RESIDENCES WHEREAS, Auburn City Code (ACC) Sections 12.52 and 15.52 concerning the naming of streets and the assignment of specific building addresses provides authority to the Building Official to develop and administer the City's Addressing Policies; and WHEREAS, those policies are intended to create a uniform system for assigning addresses to buildings within the City; and WHEREAS, ACC Section 15.52.055 provides that petitions for address changes may be initiated by a City department; and WHEREAS, the City of Auburn Building Division has identified addresses in error and in use; and WHEREAS, the public safety representatives of the City's address committee are in concurrence with the Building Official that the petitioner's request will not inhibit public safety; and WHEREAS, the City Code provides that such requests are decided by the Auburn City Council; and WHEREAS, ACC Section 15.52.055 states that prior to acting on any proposal to change a building number, the City Council shall conduct at least one public hearing; and Resolution No. 4354 May 27, 2008 Page 1 of 3 WHEREAS, on, July 7, 2008 the City Council conducted a duly noticed public hearing regarding the proposed address assignments; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DOES RESOLVE as follows: Section 1. BUILDING ADDRESS ASSIGNMENTS. The building address for the single-family residence, parcel number 214980-0342 shall be assigned as 335 R St. SE. The building address for the single-family residence, parcel number 214980-0350 shall be assigned as 337 R St. SE. And, the building address for the single-family residence, parcel number 214980-0361 shall be assigned as 339 R St. SE. Section 2. IMPLEMENTATION. The Mayor of the City of Auburn is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this Resolution. Section 3. EFFECTIVE DATE.
