Lewis called the regular meeting of the Auburn City Council to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill Peloza, Lynn Norman and Virginia Haugen. Staff members present during the meeting included: Information Services Director Lorrie Rempher; Parks, Arts and Recreation Director Daryl Faber; Chief of Police Jim Kelly; Planning, Building and Community Director Cindy Baker; Public Works Director Dennis Dowdy; City Attorney Daniel B. Heid; Human Resources/Risk and Property Management Director Brenda Heineman; Finance Director Shelley Coleman; Transportation Planner Chris Hankins; and City Clerk Danielle Daskam. C. Announcements and Appointments 1. Announcements a) Proclamation - "Constitution Week" Mayor Lewis read and presented a proclamation declaring the week of September 17 - 23, 2008 as "Constitution Week" in the city of Auburn to Daughters of the American Revolution Chapter Regent Hilda Meryhew. Ms. Meryhew thanked Mayor Lewis for the recognition of Constitution Week and reminded those in attendance to fly the United States flag on Constitution Day, September 17, 2008. Page 1 City of Auburn Council MeetinQ Minutes September 2. 2008 in attendance to fly the United States flag on Constitution Day, September 17, 2008. b) Proclamation - "Senior Center Month" Mayor Lewis read and presented a proclamation to Senior Center Supervisor Radine Lozier proclaiming September 2008 as Senior Center Month in the city of Auburn and urged citizens to acknowledge and recognize the special contributions of the senior center participants and the special efforts of staff and volunteers that work every day to enhance the well- being of the older citizens of Auburn. Senior Center Supervisor Lozier announced that an open house will be held at the Senior Center on September 15th to celebrate Senior Center Month, and she encouraged all to attend. c) Proclamation - "Dorothy Marion Bothell Day of Remembrance" Mayor Lewis read and presented a proclamation declaring September 2, 2008 as "Dorothy Marion Bothell Day of Remembrance" in the city of Auburn to Ms. Bothell's son, John Bothell, and grandchildren, Johann Christianson and Jamie Bothell. Dorothy Bothell passed away on August 1 th at the age of 101. Ms. Bothell was appointed as the City's first female Council member in 1950. She also served on the City's cemetery board for eighteen years. Ms. Bothell will be remembered for her many years of service in the family business and to the community. 2. Appointments There was no appointment for Council consideration. D. Agenda Modifications There was no change to the agenda. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Those wishing to speak are reminded to sign in on the form provided. James Harrison, 307 D Street SE, Auburn Mr. Harrison reported that the vegetation barrier between his residence and the Burger King drive through lane was recently removed and requested the City investigate the removal of the noise barrier. Mr. Harrison also reported that the sidewalks adjacent to the properties at 303 and 313 D St SE are in disrepair. Mr. Harrison also inquired regarding parking on a parking strip or landscape strip and improvements to his street under the Save Our Streets (SOS) Program. Mayor Lewis referred to Planning, Building and Community Director Baker for further information regarding his questions and concerns. Russell McCallion, East Pierce County Fire and Rescue, 18421 Old Buckley Highway, Bonney Lake, WA Mr. McCallion spoke on behalf of East Pierce Fire and Rescue which serves the areas of Sumner and Bonney Lake. Mr. McCallion spoke regarding Ordinance No. 6202 which would allow a conditional use permit for the construction of a new fire station for the Valley Regional Fire Authority. Mr. McCallion expressed concern regarding the selection of the site, the cost of the station, and its impact on mutual aid agreements. C. Correspondence There was no correspondence for Council review. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported the Municipal Services Committee met August 25, 2008. The Committee approved consent items and discussed proposed 2009-2010 budgets for police, solid waste, airport, golf course, and cemetery. The Committee also discussed Resolution No. 4393 authorizing a purchase and sale agreement with Auburn Professional Plaza LLC, Resolution No. 4394 approving a lease agreement with Auburn Professional Plaza LLC, Resolution No. 4395 authorizing a banking services contract with Key Bank National Association, and prohibited parking areas. The Page 3 City of Auburn Council MeetinQ Minutes September 2. 2008 next regular meeting of the Municipal Services Committee IS scheduled for September 8, 2008 at 3:30 p.m. B. Planning & Community Development Chair Norman reported the Planning and Community Development Committee met August 25, 2008. The Committee discussed Resolution No. 4376 approving a consultant agreement with BHC Consultants; proposed 2009-2010 budgets for planning and building, human services, community services, and parks and recreation; and Auburn City Code Section 10.36.270 which prohibits parking on sidewalks and landscape strips. The next regular meeting of the Planning and Community Development Committee is scheduled for September 8, 2008 at 5:00 p.m. C. Public Works Chair Wagner reported the Public Works Committee met this afternoon at 3:30. The Committee approved right-of-way use permits for the Veterans Day Parade and the Santa Parade. The Committee also approved a consultant agreement with Casne Engineering for work related to the SCADA System Improvements Project and the bid award for Contract 08-16 for Publ ic Works Project CP0812 to Doolittle Construction. The Committee also discussed design standards for infill residential; Resolution No. 4376 approving a consultant agreement with BHC Consultants; utilities capital and rates; proposed 2009-2010 budgets for water, storm, sewer, engineering, streets, and equipment rental; Ordinance No. 6201 amending the 2007-2008 Biennial Budget, and authorized an appraisal for the right-of-way vacation described in Ordinance No. 6196. The next regular meeting of the Public Works Committee is scheduled for September 15, 2008 at 3:30 p.m. D. Finance Chair Backus reported the Finance Committee met this evening at 6:00. The Committee approved consent items consisting of claims and payroll vouchers; Resolution No. 4393 authorizing a purchase and sale agreement with Auburn Professional Plaza; Resolution No. 4394 authorizing a lease agreement with Auburn Professional Plaza; Resolution No. 4395 approving a banking services contract with Key Bank; Resolution No. 4396 approving a purchase and sale agreement with Roy James Smith and Debra Smith; Resolution No. 4397 approving a purchase and sale agreement with James and Rebecca Ferguson and Teresa Gillis. The Page 4 City of Auburn Council MeetinQ Minutes September 2. 2008 Committee also discussed Ordinance No. 6196 relating to street vacation; proposed 2009-2010 budgets for Mayor and Council, human resources, facilities, and finance; and Ordinance No. 6201 amending the 2007-2008 Biennial Budget. The next regular meeting of the Finance Committee is scheduled for September 15, 2008 at 6:30 p.m. E. Community Center Chair Wagner reported the Community Center Committee has not met since the last Council meeting. The next meeting of the Community Center Committee is scheduled for September 4, 2008 at 9:00 a.m. F. Downtown Redevelopment Chair Norman reported the Downtown Redevelopment Committee has not met since the last Council meeting. The next meeting of the Downtown Redevelopment Committee is scheduled for September 3,2008 at 4:00 p.m. IV. REPORTS At this time the Mayor and City Council may report on significant items associated with their appointed positions on state, regional and local organizations. A. From the Council Deputy Mayor Singer reported on activities of the Auburn Tourism Board. The Board is working to obtain a $10,000 grant to be utilized for Discover Auburn. Also, the Executive Director of the Nordic Museum in Ballard visited the White River Valley Museum and was able to provide valuable information to Museum Director Patricia Cosgrove related to Scandinavian farming and the Mary Olson farm. Council member Peloza reported that he recently attended a Water Resource Inventory Area (WRIA) 9 forum meeting where the major topic was the interlocal agreement with King County for administrative services. Council member Peloza also described a recent incident of shots fired below the south bluff of Lea Hill in the area of the Green River. Numerous rounds of automatic gunfire were heard by residents. Council member Peloza thanked the Auburn Police Department and King County Sheriff's Office for their response and commended his neighbors for their assistance and diligence in reporting the incident to 911. The juveniles were taken into custody and their firearms were confiscated. B. From the Mayor Mayor Lewis reminded that the 911 system, Valley Communications, is owned by the cities of Auburn, Kent, Federal Way, Renton and Tukwila. Mayor Lewis encouraged citizens to utilize the 911 system as necessary. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes 1. Minutes of the August 18, 2008 regular City Council meeting. B. Vouchers F4.9.2, F4.9.5 1. Claims Claims check numbers 377733 through 378131 in the amount of $1 ,828,418.51 and dated September 2, 2008. 2. Payroll Payroll check numbers 524281 to 524415 in the amount of $375,467.77 and electronic deposit transmissions in the amount of $1 ,178,308.13 for a grand total of $1 ,553,775.90 for the pay period covering August 14, 2008 to August 27, 2008. C. Contract Administration 1. Public Works Project Number CP0812 04.9.1 CP0812 City Council award Contract 08-16, Project No. CP0812, 2008 Citywide Arterial Crack Seal Project, to Doolittle Construction on their low bid of $72,975.00. 2. Public Works Agreement Number AG-C-340 A3.16.9, 04.8.1 C524A Page 6 City of Auburn Council MeetinQ Minutes September 2. 2008 City Council grant permission to enter into Consultant Agreement No. AG-C-340 with Casne Engineering, Inc. for engineering services for Project No. C524A, SCADA System Improvements. Deputy Mayor Singer moved and Council member Wagner seconded to approve the Consent Agenda. MOTION CARRIED UNANIMOUSLY. 7-0. VI. UNFINISHED BUSINESS There was no unfinished business. VII. NEW BUSINESS There was no new business. VIII. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6202 03.10.1 CUP08-0002 An Ordinance of the City Council of the City of Auburn, Washington, approving a Conditional Use Permit to allow construction of a new 11,615 square feet, six bay fire station with associated parking, maneuvering, and other site improvements Council member Norman moved and Council member Backus seconded to introduce and adopt Ordinance No. 6202. MOTION CARRIED UNANIMOUSLY. 7-0. B. Resolutions 1. Resolution No. 4376 A3.16.7, A3.13.8 A Resolution of the City Council of the City of Auburn, Washington authorizing the Mayor and City Clerk to execute an Agreement with BHC Consulting, LLC to assist the City in updating the City's Development Codes Page 7 City of Auburn Council MeetinQ Minutes September 2. 2008 Council member Norman moved and Council member Backus seconded to adopt Resolution No. 4376. MOTION CARRIED. 6-1. Council member Haugen voted no. 2. Resolution No. 4393 A3.13.4, 03.4.1.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Purchase and Sale Agreement between the City of Auburn and Auburn Professional Plaza for real property Council member Backus moved and Deputy Mayor Singer seconded to adopt Resolution No. 4393. MOTION CARRIED. 6-1. Council member Haugen voted no. 3. Resolution No. 4394 A3.17 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a lease agreement between the City of Auburn and Auburn Professional Plaza LLC Council member Backus moved and Deputy Mayor Singer seconded to adopt Resolution No. 4394. MOTION CARRIED UNANIMOUSLY. 7-0. 4. Resolution No. 4395 A3.16.3, F1.7 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Contract for Banking Services with Key Bank National Association Council member Backus moved and Deputy Mayor Singer seconded to adopt Resolution No. 4395.
