Background Summary: A resolution amending the current contract with Recovery Centers of King County increasing the number of defendants from two, which the City is now authorized to have, up to five defendants at all times during the year attend in-patient treatment for alcohol and/or chemical dependency. By doing so, the City potentially decreases recidivism, and provides another fiscally responsible alternative to incarceration. Potential saving of approximately $550,000 if fully utilized on three 1-year sentences/mo. WHEREAS, RCKC has offered to increase its inpatient service to the City, at a reasonable cost, from finro defendants to five defendants; and WHEREAS, it is fiscally prudent, as well as assisting the potential decrease in the recidivism rate by providing inpatient treatment as an alternative to incarceration. Resolution No. 4443 January 14, 2009 Page 1 of 3 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A REGULAR MEETING DULY, ASSEMBLED HEREWITH RESOLVES as follows: Section 1. Purpose. That the Mayor of the City of Auburn and the Auburn City Clerk are hereby authorized to execute an agreement between the City of Auburn and Recovery Centers of King County which agreement shall be in substantial conformity with the agreement, a copy of which is attached hereto, marked as Exhibit A and incorporated herein by this reference. Section 2. Implementation. That the Mayor is authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 3. Effective Date. Hei , City Attorney Resolution No. 4443 January 14, 2009 Page 3 of 3 ADDENDUM NO. 1 ADDENDUM TO AGREEMENT FOR THE PROVISION OF SERVICES BETWEEN RECOVERY CENTERS OF KING COUNTY AND THE CITY OF AUBURN RELATING TO INPATIENT SERVICES THIS ADDENDUM is made and entered into this day of , 2009, by and between Recovery Centers of King County, (hereinafter referred to as "RCKC") and the CITY OF AUBURN, a municipal corporation of the State of Washington (hereinafter referred to as the "CITY"), as an addendum to the Agreement between the parties for inpatient services executed on the 21 st day of April, 2008. WHEREAS, the City of Auburn wishes to continue contracting for inpatient care far eligible defendants who have been assessed as alcohol and chemically dependent; and WHEREAS, the City of Auburn currently contracts with RCKC to provide the City a 28-day inpatient service for two defendants continuously at a reasonable cost; and WHEREAS, RCKC has offered to increase its inpatient service to- the City, at a reasonable cost, from two defendants to five defendants; and WHEREAS, it is fiscally prudent, as well as assisting the potential decrease in the recidivism rate by providing inpatient treatment as an alternative to incarceration. NOW THEREFORE in consideration of their mutual covenants, conditions and promises, the PARTIES HERETO HEREBY AGREE as follows: ITEM ONE REVISION TO Section III B, Funding Arrangements: That Section of the Agreement is amended to read as follows: B. City of Auburn will pay $90.18 per day for individual's care in RCKS's IIP, up to 30 days per individual. Up to five individuals per month may be served. (Note: for individuals eligible for ADATSA or Treatment Expansion funded beds, no charge will be made to the City of Auburn.) ITEM TWO REMAINING TERMS IJNCHANGED: That all other provisions of the Agreement between the parties for provision of services executed on the 21 st day of April, 2008, shall remain unchanged, and in full force and effect.
