City Council adopt Resolution No. 4481.
Background Summary:
Resolution No. 4481 calls for a public hearing to consider the addition of a new traffic signal project to the
City's Six Year Transportation Improvement Program (TIP). This project is proposed to be added to the
TIP because the City was awarded a grant from the Washington State Department of Transportation to
construct the new traffic signal at the intersection of 4th Street SE and F Street SE.
RCW 35.77.010 requires that the legislative body of each City is required to prepare and adopt a
Comprehensive Transportation Improvement Program (TIP) for the ensuing six years. The program may
at any time be revised by a majority of the legislative body of a City, but only after conducting a public
hearing.
This resolution also authorizes the execution of necessary documents by the Public Works Director or his
designee including modifying the existing 2009-2014 Transportation Improvement Program (TIP) to
include this project for the new signal.
The hearing will be set for 7:30 p.m. on the 1st day of June, 2009, at the City Council Chambers (25 West
Main StreetAuburn, Washington 98001).

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AUTHORIZING
THE MAYOR AND CITY CLERK TO CALL FOR A
PUBLIC HEARING TO CONSIDER ADDING A NEW
PROJECT TO THE SIX YEAR 2009-2014
TRANSPORTATION IMPROVEMENT PROGRAM
(TIP) FOR A NEW TRAFFIC SIGNAL AT THE
INTERSECTION OF 4T" STREET SE AND F

WHEREAS, on September 5, 2009 the Transportation Section of the
Public Works Department submitted a grant application to the Washington State
Department of Transportation (WSDOT) Highway Safety Improvement Program
(HSIP) for a new traffic signal at the intersection of 4th Street SE and F Street
SE; and
WHEREAS, on February 20, 2009, WSDOT notified the City in writing of
the grant award in the amount of $396,720 with no required City match in funds
based on the new signal resulting in safer performance of the intersection,
reduction in the number/severity of crashes, and that it will accommodate the
increased need for vehicle capacity; and
WHEREAS, RCW 35.77.010 requires that the legislative body of each
City is required to prepare and adopt a Comprehensive Transportation
Improvement Program (TIP) for the ensuing six years. The program may at any

time be revised by a majority of the legislative body of a City, but only after
conducting a public hearing. +
WHEREAS, pursuant to Section 35.77.010 of the Revised Code of
Washington, a hearing on such revision to the TIP shall be set by Resolution,
with the date of such hearing being not more than sixty (60) days nor less than
finrenty (20) days after the date of passage of such Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. A public hearing on the addition of a new traffic signal
project at the intersection of 4t" Street SE and F Street SE incorporated herein
by this reference, is hereby set for 7:30 p.m. on the 18th day of May, 2009, at
the City Council Chambers at 25 West Main Street, Auburn, Washington,
98001, with all persons wishing to speak to the TIP addition at the public
hearing being invited to attend.
Section 2. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of
this legislation.
Section 3. This resolution shall be in full force and effect upon
passage and signatures hereon.

Recommendation
Staff recommends the Mayor and City Council adopt Resolution No. 4481 to call for a public hearing to take input
on adding a new project to the City's six year 2009-2014 Transportation Improvement Program (TIP).
Backpround
The City has been awarded a Federal Highway Safety Improvement Program grant in the amount of $396,720 with
no required City match in funds for a new traffic signal at the intersection of 4th Street SE and F Street SE.
The Federal Highway Safety Improvement Program provides grant funds to eligible Iocal agencies for the purpose
of safery improvements on public roads, public surface transportation facilities, publicly owned bicycle or pedestrian
trails, and for traffic calming measures.
WSDOT notified the City in writing of the grant approval in the amount of $396,720 on February 20, 2009. The site
was selected based on the new signal resulting in safer pertormance of the intersection, reduction in the
number/severity of crashes, and that it will accommodate the increased need for vehicle capacity.
As part of the award, staff is required to add the project to the City's 2009-2014 Transportation Improvement
Program (TIP) and the Washington State Transportation Improvement Program (STIP). Funds cannot be obligated
until this step is complete. Once the funds are eligible for obligation, the project will proceed to design, public
notification, and award.
Pursuant to RCW 35.77.010 the legislative body of each city is required to prepare and adopt a comprehensive
transportation program for the ensuing six years. The program may at any time be revised by a majority of the
legislative body of a city, but only after conducting a public hearing. Therefore, staff is recommending the City
Council call a public hearing for the next regularly scheduled meeting on June 1, 2009.
The project cost is estimated at $396,720.00. No matching funds are required for this grant.
