HomeMy WebLinkAboutITEM II-A-3CITYOF AGENDA BILL APPROVAL FORM WASHINGTON Agenda Subject: Date: CDBG-R amendment to 2008 Annual Action Plan - Public Hearin Ma 27, 2009 Department: Attachments: Budget Impact: Administration Administrative Recommendation: City Council conduct a public hearing to receive public comment on the proposed amendment to the City's 2008 Annual Action Plan for Community Development Block Grant (CDBG) projects. (See Item VIII.B. 9 for further action on this item.) Background Summary: The preparation of an annual action plan is required by the U.S. Department of Housing and Urban Development (HUD) in order for the City to receive federal funds under the Community Development Block Grant (CDBG) program. The City operates under a Consolidated Plan that is currently in effect for 2004-2009. The Action Plan outlines proposed expenditures to implement the goals of the City's Consolidated Plan. It identifies federal and local funds expected to be available, indicates the activities on which they will be spent, and sets goals for the number and type of services expected to be provided. The City of Auburn anticipates the receipt of $108,877 of CDBG funds will be available for projects that are consistent with federal regulations and the objectives and policies of the City's Consolidated Housing and Community Development Plan. In order to access this funding received through the American Reinvestment and Recovery Act (ARRA) of 2009, implemented on February 17, 2009, the City must amend its 2008 Annual Action Plan to receive the award of these stimulus monies. The process of a substantial amendment process is required by the U.S. Department of Housing and Urban Development (HUD) in order for the City to receive federal funds under the Community Development Block Grant-Recovery (CDBG-R) program. A public notice and a brief description about the amendment to the 2008 Action Plan were published in The Seattle Times and posted on the City's website. Though not required by HUD, Council will conduct a public hearing on the amendment in addition the required seven day public comment period. On May 26, 2009, the Planning and Community Development (PCD) Committee reviewed the preliminary draft of the amendment and recommended it be forwarded to Council for approval. The Finance committee is also scheduled to review and discuss the draft on June 1, 2009. The final draft of the amendment to the 2008 Action Plan will be prepared and sent to HUD by the deadline of June 5, 2009 after the City Council adopts it.
