PLACE: Auburn City Hall, Conference Room #1 Agenda: ITEM 1. John Anderson introduced the Auburn Airport Advisory Board's newest member, Don Rottle. Dan Rollins has taken a position on the City of Auburn's Planning Commission. ITEM 2. Due to the departure of Dan Rollins, a new chairman was selected. The unanimous decision was Rodger Campbell. ITEM 3. John A reported on the Hangar Roof Replacement project. The project is 50% done. The crew was out working on Sunday, because of the windstorm. They also worked Monday on Martin Luther King Day. The materials are on hangers 2 & 3-. The tear-off on hanger 4.will be complete this week. The work will start on Hanger 8 this week. Rodger asked what was the time for completion. John A stated that the time line was supposed to be the first part of January for hangers 2, 3 & 4. The contractor still has the downspouts to do. The roof on the TAS building should also be complete within the month. ITEM 4. John A gave an update on the new hangar construction project. The cement should be pored this week for building 'B', and they have been bringing in crushed rock for the taxiways. The rain has created a water problem with the foundation area for building 'A'. The rain made a pond in the area and the contractors were not able to Work in that area. They have been filling, compacting and spreading crushed rock from the taxiway. Rodger asked about the completion date. John stated that the completion date is now projected to be May 1, 2000. March 31 was the original date, but the manufacturer of the pre-fab building caused the delay by not being able to deliver on time. All of the hangers are now leased. A waiting list has also been established. ITEM 5. Rodger asked John Anderson to comment on the West-Side tree removal and fencing project. John said that the bid package has been put together and the engineer made some changes. In hiring a contractor the Airport will use the City's small works roster. The City can also send invitation to bid to selected groups. John was asked what types of trees are in the area. John responded that it is mostlY cottonwood and alder that make up the timber. Army Corps of Engineer has given their permission to go ahead. When the Reynolds warehouse was built, it blocked the easement to City property. Paul Krauss is working with Reynolds to have this problem corrected. ITEM 6. John spoke regarding the Airport Master Plan and Metro Land Acquisition project. An update to minimum standards will be included in the Airport Master Plan scope of work. Attached to the agenda are projects included in the Master Plan and a draft time schedule for each task. The City has been talking to the FAA about a grant for the Master Plan. The FAA grants are 90/10, with the City putting in the 10 % funding. The City will again use the consultant, W & H Pacific. Will also decide how best to develop the property on the west side of the Airport. Trying to give la'rger planes a longer take off roll. The Airport would still like to purchase the Metro property 'north of the park and ride. Then the Airport could increase the height of the fence to 6 feet for increased security. The Pea Patch area is not included in the plans. There was a question as to whether Metro is still willing to negotiate and move the Park and Ride to the transit station, because of the passage of 1-695. Jamelle Garcia stated that at a recent Kiwanis meeting he attended, Metro said that current funding for the transit project was not affected by 1-695. Paul K said that the 23 acres to the west of airport have been acquired. The revised taxi way and runway extension can go forward. The GPS approach request is going to Jim Mast. The original draft has been changed due to new buildings. The original runway may have to have a displaced threshold. Discussed departure runway. The RTR request has been programmed for year 2001. Will be talking to FAA in October. The instrument approach will generate a need for weather observer or AWAS. Discussed other airports and what they have done in this area. ITEM 7. AAB Members were asked for suggestions for items to be included in the Airport's year 2000 Goals. Stan Brown asked about the area north of gas pumps (3 acres). Are there environmental problems? Is that why the land has not been utilized? John said a hanger group wanted to build condo hangers there, but didn't proceed because the water drains away from taxiway and into street - needs to drain the other way. Paul K said that the problem of the proper drainage is in the Master Plan. Also, the condo group was skeptical about the local market and that was another reason they decided to abandon the project. Also, Paul K said, people have approached the City to build larger hangers on the 3 acres. General discussion regarding the City building there, restaurant, offices, avionics shops, etc. After the roofs are completed they will have hanger 2 to work with and hanger 7 also has leaks. Paul K stated that as far as the up-coming goals, the Airport now has staff to catch up on outside maintenance project such as painting, planting, etc. The City staff hopes to have airport finances in order this year and will try to pay off inter-fund loans. Now with the new hangers rented the airport will have 20% of every rent dollar to apply to the hanger fund. Also, the Airport is seeing more fuel revenues. As soon as adequate building reserves are built up the Airport will continue with hanger repairs. Board discussed extending the runway 400 feet. The FAA originally stated they did not fund that sort of program. But they may if the Master Plan shows that with the extension the importance of the airport will go up. Board discussed how runway extension would improve airport. Also, would like to see better lights for the runway. Paul K said there have been problems in the past, with someone shooting out the beacon light. The board discussed bringing in jet fuel by having private fueling. Such as a 5000 gallon tanker truck to be refueled by a local fuel service. Jamelle Garcia discussed bringing in jet fuel. Paul K said that in the NE end of the airport, there is space for larger T-Hangers, there is also room at the south end'for a large building. Staff wants the buildings to look similar so they are working to come up with a standard hanger. Then the Airport could let a private party build their own hanger and lease property. Stan B discussed how a door could be put on an open hanger and then could be left on the hanger. Paul K stated that staff is working on a standard door. Discussed how to add doors. Paul K said staff would get the specs on the door. The costs could then be split 50/50 between City and' hanger tenant. Rodger asked about noise complaints. John A stated that they haven't received any since sign was covered. Don Rottle asked why the Airport didn't build on the south end of the Airport. John A responded that the FAA built tie down spaces and will not let the City put a building on the property or will have to pay back the grant to FAA. Discussed building on some of the empty property, Jamelle would like to build. Talked about the fence by Jamelle's space and how it is in the wrong place. Discussed taking out the fence to add parking. Paul K stated at some future date, the City would probably buy back FAA funded property. Jamelle stated he is considering expanding and building straight west from his building. Also, discussed a mechanics school, for engine, airframe and avionics. Discussed buying out current owners of his building. ITEM 8. A sampling of some projects that airport staff will be working on during winter/spring of 2000, are attached to the agenda. ITEM 9. Open Discussion Stan disCussed using a sealent to fix cracks in the asphalt. John A said he will be looking at an overlay for asphalt and also, to fix the large dip at the approach to runway 34. Discussion on airplane noise and Paul K said there is nothing in ordinance regarding airport noise. Balloon people haven't used the airport yet. Stan B discussed a letter he saw, that was to Mayor Booth, regarding the vacation of his hanger 3-4 weeks prior to repairs. Airplanes stayed outside longer then they should have. Maintains that roofers wanted hanger space to store materials. A guest / tenant, Don Connell wanted to discuss reducing his hanger rent to tie down rent. He sent a letter asking the City to let him pay the reduced rent, Paul K responded that he couldn't reduce the rate. Also, Don said he had to pay a $200 deposit when he leased an open hanger. He moved his planes when the roofers asked them to. Then during the Sunday · windstorm one of his plane's doors was broken on pilot side and control services were then taped down. Other plane (the Champ) has a broken rudder. Discussed the undetermined damage on his two airplanes, and at this time, neither can be flown. Confirmed that roofers stored materials in vacant hangers. Mr. Connell believes that he should be compensated for damage and loss of flying time. Requested this chance to talk to the AAB and City staff regarding his claim. Mr. Connell is unsure how his insurance will pay. Paul K said staff would talk to the City's insurance company and find out what the City's insurance company has to say. Stan B said it probably wouldn't be an issue, if the planes hadn't been asked to be moved out so early. Discussion on why the roofing project was done in the winter. Council didn't approve bonds until October. Until the Airport had sufficient pre-leases of the hangers, the Council wouldn't OK the bonds. The City went with this particular roofer because their technology states it can be done in any weather. Unfortunately the roofer didn't start job when he was supposed to. Alan Turnidge's space was flooded due to heavy rains. The roofers did work' Christmas weekend to complete his roof. Paul K stated that the last time the City had similar letters, some money was given back and tenants said it wasn't enough. Paul K said they wouldn't give any money back now, because hanger rents have been so cheap. General discussion followed on rents. Meeting adjourned 9:00 am.
